- This is a notice of intent to award an urgent and compelling procurement, Firm-Fixed Price (FFP) contract under the authority of 41 U.S.C 253(c)(2), and implemented by FAR 6.302-2(b)(1)(2) - Unusual and Compelling Urgency, as delay in award of a contract would result in serious injury, financial or other, to the Government. A Justification For Other Than Full and Open Competition (JOFOC) has been issued and approved by all required parties. Award will be made to Technical Air Corporation, 3608 Arden Drive, Suite O, El Monte, California, 91731. The scope of the requirement is the emergency repairs and service to the Chillers and Chiller Tower System at the Metropolitan Detention Center (MDC) located at 535 North Alameda Street, Los Angeles, California, 90012. Disassembly of the system identified several major components as non-operational and require immediate repair or replacement. Soliciting this requirement for competition would delay the repair of the system, possibly causing further damage. This requirement will be awarded by the Federal Bureau of Prisons and implemented at MDC Los Angeles. The NAICS Code is 238220. This notice of intent to award a contract to a single source. This is not a request for competitive proposals. A Request for Quote (RFQ) will not be available for this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is soley within the discretion of the Government. Any firm that believes it can provide the stated emergency service an provide supporting documents demonstrating their capability within three (3) days after the date of publication of this notice of intent.
