Description

This is a REQUEST FOR INFORMATION ANNOUNCEMENT ONLY. This announcement by the Department of Veterans Affairs (VA) Network Contracting Office-22(NCO-22) contains a Sources Sought and DRAFT Request for Proposal (RFP), number VA262-13-I-0639, for Radiation Oncology Offsite Services (ROOS). The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Large and Small Businesses interested and capable of performing the work. It is the VA's intention to solicit proposals on a competitive basis for a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity contract. Proposed prices shall be per procedure based. The contract will be awarded as a base year (one year from date of award), with four (4) one-year renewal options that can be exercised at the option of the Government. The solicitation will be issued as a commercial service in accordance with FAR Part 12 and FAR Part 15. NAICS is 621111. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business), (g) a capability statement that addresses the organization's qualifications and ability to perform as a contractor for the DRAFT PERFROMANCE WORK STATEMENT and (h) past performance information. In addition, the Department of Veteran Affairs is seeking industry feedback in order to improve the Final RFP. Contractors shall not submit proposals in response to this DRAFT RFP. NCO-22 will ONLY accept questions, comments, and recommendations on the DRAFT RFP on an on-going basis until the Final RFP is issued. The Government reserves the right to reject in whole or part any Industry input as a result of this announcement. Please forward all questions, comments, and recommendations to Darwin Thomas at Darwin.thomas@va.gov. NCO-22 may publish revisions or add documents to the DRAFT RFP on FedBizOpps (FBO) as feedback is provided until the release of the Final RFP. Contractors are not required to provide feedback on this DRAFT RFP in order to provide a response to the anticipated Final RFP. Contractors may not receive direct responses to any questions or comments submitted. Contractors shall not submit any proprietary information or marketing materials in response to the DRAFT RFP. All communication regarding this DRAFT RFP shall be accomplished via email, in writing with the subject line "ROOS DRAFT RFP RESPONSE" (no mailed hard copies, no telephone calls). Do not contact the hospital for any questions. No contract award will result from this notice, and VA is not responsible for any costs incurred by contractors in preparing their response to this DRAFT RFP. VA anticipates issuance of the Final ROOS RFP on, after, or before December 01, 2013.
