Redacted J&A Combined Synopsis/Solicitation Bill of Material SOLICITATION INSTRUCTIONS Title: AIMES Exploit Licenses/AIMES Server v1.3 Software Maintenance Task Order Number: ID40130073 Issuance Date: April 10, 2013 Closing Date: April 15, 2013 4:00 PM EST NAICS Code: 511210 - Software Publishers Order Type: Firm Fixed Price - Commodity This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this solicitation notice. This announcement constitutes the only solicitation, which is used as a Request for Quote (RFQ); quotes are being requested and a written solicitation will not be issued beyond this solicitation notice. The Government intends to award a sole source contract for this requirement to Science Applications International Corporation (SAIC) 1710 SAIC DR, Mclean, VA 22102 in accordance with FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A written justification has been prepared by the Contracting Officer in accordance with FAR 6.303 and is attached to this RFQ detailing the sufficient facts and rationale for other than full and open competition. The Offeror must complete the annual representations and certifications electronically via the ORCA website at http://orca.bpn.gov. After reviewing the ORCA database information, the Offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (FEB 2012), have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201). In addition to providing pricing for this solicitation, the Offeror must provide a required Subcontracting Plan. In accordance with FAR 52.219-9 "Small Business Subcontracting Plan", Contractors shall submit subcontracting plan with initial offers. Failure to submit an acceptable subcontracting plan and/or correct deficiencies in a plan within the time specified by the Contracting Officer will make the Offeror ineligible for award. The contractor shall make available for Government review, pertinent information regarding the subcontractors performing under this contract. This information may include, but not be limited to, the following: the subcontractor's name and telephone number; the type of work being performed; the amount of the subcontractor; the subcontract period; the size of the subcontractor' and tier level of the subcontractor's participation. Upon delivery, all shipping documents and equipment containers shall include GSA order number and ACT number. Period of Performance Base Year: Date of award through February 7, 2014 Option Year One: February 8, 2014 - February 7, 2015 Option Year Two: February 8, 2015 - February 7, 2016 Option year Three: February 8, 2016 - February 7, 2017 QUOTE SUBMISSION PROCEDURES All interested parties must submit their quote via email to laqulla.williams@gsa.gov. Quotes will only be accepted through this process. All offerors must be registered in the GSA IT Solutions Shop (ITSS) Web-base Order Processing System at https://it-solutions.gsa.gov or via telephone at 877-243-2889 option 2 Monday-Friday 6:00 AM - 5:30 PM PST or outside the continental United States at 858-481-1075. In order to process the vendor's quote in ITSS for submission, all interested parties must send the exact individual name and company name registered in ITSS via email to laqulla.williams@gsa.gov no later than TBD. The contact's name must be exactly as it appears in ITSS. It is the interested parties' responsibility to ensure vendor registration is in ITSS, notification of ITSS registration to the GSA POC for this solicitation and submission of the quote are completed before the bid closing date and time. Extension to the RFQ closing date and time will not be granted due to late registration in ITSS. All interested parties quote must include the following: 1. The interested party shall state in their quotation: a. Vendor size status under the solicitation NACIS code, b. Proposed delivery schedule to client location, c. Company standard quote to include product specification, warranty information, and any services offered with the quoted product for SAIC AIMES Exploit Licenses/AIMES Server v1.3 Software Maintenance. 4. Comparison matrix for any quoted equivalent products (if applicable). 5. Quote is to include all fees, including shipping or freight costs. No partial shipments unless specifically authorized at the time of award. 6. Quote per specifications, substitute products will not be accepted this requirement is for SAIC AIMES Exploit Licenses/AIMES Server v1.3 Software Maintenance only. 7. Quote MUST be good for 60 calendar days after submission. BASIS FOR AWARD Award will be based upon the Government's evaluation of the quote to ensure compliance with all technical requirements of the BOM/SOW. PROBLEM RESOLUTION Contractor shall bring problems, or potential issues, affecting performance to the attention of the client and GSA as soon as possible. Verbal reports will be followed up with written reports when directed. This notification shall not relieve the Contractor of its responsibility to correct problems for which they are responsible. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. The CPARS process allows contractors to view and comment on the Government's evaluation of the contractor's performance before it is finalized. Once the contractor's past performance evaluation is finalized in CPARS it will be transmitted into the Past Performance Information Retrieval System (PPIRS). Contractor's are required to register in the CPARS, so contractor's may review and comment on past performance reports submitted through the CPARS.
