Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Newport, Rhode Island intends to purchase a vessel for the Narragansett Bay Shallow Water Test Facility (NBSWTF) a NUWCDIVNPT test and evaluation facility that offers a variety of unique shallow water test environments that permits prototype undersea systems to be exposed to real environments with a minimum risk of loss. NBSWTF supports all of the NUWC product lines with its waterfront facilities, underwater tracking, search, and location capabilities, and various vessels. The vessels vary in size from the 120-foot TWR-841 down to a 17-foot Rigid Hull Inflatable Boat (RHIB). The next largest boat to the TWR-841 is the 35-foot long WB-30. Due to the higher cost of operation of the TWR-841, and the limitation in capabilities of the WB-30, a need has been identified by NUWCDIVNPT for the facility to operate a vessel between these two vessels in size and capability. This facility is designed to support work in advanced underwater weapons and weapons systems, launcher systems, unmanned underwater vehicles, oceanographic systems, acoustic communications, and oceanography. Two Contract Line Item Numbers (CLINs) will be included in the solicitation to allow for price proposals based on two different delivery locations (Newport, RI or Ft. Lauderdale, FL). Either CLIN (not both) may be awarded. A firm fixed price type contract is anticipated. NAICS Code 441222, Size Standard is $30M. This requirement is 100% small business set aside. Further details will be provided in Solicitation #N66604-13-Q-0298, which is anticipated to be released on or about 04/18/13. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Evaluation factors are technical acceptability, price and past performance. A two phase evaluation shall be performed. Award will be based on best value. Required delivery is 3months, ARO, F.O.B.
