- PRE-SOLICITATION NOTICE General Services Administration (GSA) There is a need at the Mazzoli Federal Building in Louisville, KY to refresh its restroom. This need will include replacement of mirrors, sinks, counters, faucets, toilet seats, and re-routing of the tile. The updating of the restroom is due to water pooling. This water pooling is requiring removal of existing fixtures (e.g., leaking sinks, damaged countertops), and updating/replacement of broken toilet fixtures and mirrors. To prevent future water pooling, water fixtures will be replaced with low-flow replacements. CLARIFICATION: This need for work includes 40 bathrooms. Performance constraints: The Government will occupy the existing building during the entire period of construction. Work shall be performed to least disrupt the existing operations of the Government occupants. This procurement is advertised as a small business set-aside (HubZone) in accordance with the Federal Acquisition Regulations (FAR 19.5). The North American Industry Classification System Code(s) (NAICS) for this procurement is 236220. The estimated cost range is between $250,000 and $500,000. The contract duration is estimated at 90 days from receipt of Notice to Proceed (NTP). SUBMISSION and QUALIFICATION REQUIREMENTS Award will be based on Lowest Price, Technically Acceptable (LPTA) GSA anticipates awarding a firm-fixed price contract which will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. A contractor will be selected via FAR Part 15.101-2 (a) utilizing the lowest price technically acceptable source selection process. A selection will be made off the following solicitation factors: 1) Technically acceptable - Offeror must demonstrate successful experience as a General Contractor (GC) responsible for construction of at least two (2) "similar" projects substantially completed within the past five (5) years under NACIS 236220. Similar project is defined as a project that is comparable in nature, scope, complexity and costs as defined by the following characteristics: · Project performed in an occupied and functional office building. · Project involves the following disciplines - plumbing and demolition. · Project construction cost at award of construction contract was greater than $300,000. 2) Past Performance/Technical Capability of Offeror - Offeror to submit narrative descriptions of two (2) similar projects, completed within the last five (5) years, which demonstrates offeror's ability to successfully perform this kind of work. · Submit references (provide person name, title, company name, current address, and current telephone number) who may be contacted regarding the quality, budget, schedule and if person would use this contractor again in the future) for comparable projects completed. (submit email address) · Key Personnel Qualifications - Offeror to submit narrative descriptions of qualifications, professional designation, experience, education, training and experience of each of the personnel which demonstrate their ability to successfully perform the work required under this RFP. The Offeror should include resumes, not to exceed one (1) page, for each proposed key member to include but not limited to: Project Manager, Site Superintendent, Project Scheduler. Offeror is to submit a letter from a bonding corporate surety, on their (the surety's) letterhead certifying their ability to obtain bonding capacity commensurate with the Estimate Construction Cost of at least $300,000.00. When submitting your technical submission package shall not exceed 25 pages. Your price proposals shall be included in the submission package in a separately sealed envelope from your technical submission envelope. Please breakout pricing for hours, labor, and materials to include overhead and profit. SUBMISSION DEADLINE AND METHOD NOTE: A Pre-Proposal Meeting will be held on April 16 th at 1:00 PM at the R. Mazzoli Federal Building, 600 Martin Luther King, JR. PL, Louisville, KY 40202-2239. Request for Proposal is due to GSA by May 23 rd, 2013 @ 2:00 pm est. PRE-SOLICITATION MEETING WILL BE HELD IN ROOM 216J. Attendance is required to demonstrate your interest and receive a Request for Proposal package (RFP). A " Sensitive but Unclassified " certification form must be filled out (attached to this pre-solicitation notice) and returned signed to: erika.wilburn-campbell@gsa.gov prior to attendance of the pre-proposal meeting.
