Description
THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this Sources Sought is strictly voluntary and will not affect any firms' ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this source sought or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this sources sought and the Government's use of such information. This sources sought is conducted to identify potential sources capable of meeting the requirements for a Photometric Immunoassay analyzer with components. The desired system must be able to provide performance capabilities as described below. Required Performance Capabilities: Photometric Immunoassay Analyzer- a. Capable of employing radiation restriction methods for limited spectral region. b. Minimum microplate capacity of up to 1536 (well format) c. Capable of Top and bottom reading d. Equipped with onboard smart injectors to dispense agents and initiate kinetic events. e. Ability to control temperature up to 65 degrees C. f. Capable of well-scanning feature to allow cell-based assays. g. Equipped with automatic optical head recognition and optics switching. h. Stacker and robot capability. i. Equipped with intuitive test protocol set-up and comprehensive data analysis with MARS software j. Equipped with quick start mode to enable users to read plates with just a few key/mouse strokes. k. Capable of Real-time kinetic monitoring. l. Capable of fluorescence intensity including FRET. m. Capable of time-resolved fluorescence. n. Equipped with luminescence including BRET. o. Capable of AlphaScreen/AlphaLISA p. Electrical Specifications are 120V q. Capable of testing live cells in broad spectrum of light wave lengths to include r. r. fluorescence, visible, and ultraviolet. Atmospheric Control Unit- a. Capable of providing fully regulated independent control of both O2 and CO2 levels. b. Capable of precision electronic control over the gas flow into the reader changer (O2 from 1-19%. CO2 from 0-20%). Additional components and services: 1) Control and Evaluation Software 2) Standard Filter Set 3) Reagent Injector 4) Installation and Training The system shall be FDA approved. Information is being collected from all potential sources at this time; however, the government is soliciting information in order to determine if this requirement can be met using a small business set-aside. All respondents are required to certify if they currently meet the small business requirements under the North American Industry Classification System (NAICS) code 334516, Analytical Laboratory Instrument Manufacturing, size standard of 500, as of the date of their submittal. CAPABILITY STATEMENT - Any potential offeror must demonstrate the following: 1) The offeror shall submit a technical description or product literature for the system/equipment(s) it is proposing. Capability Statement(s) should clearly identify the manufacturer, make, model, quantity and location of units produced, and percentage of the work performed by either the Large and/or Small Business. 2) Provide the following business information: a. DUNS number b. Company Name c. Company Address (including point of contact, phone number and email address) d. Type (manufacturer, authorized reseller/distributor/Size of company, NAICS code as validated in SAMS. Respondents will NOT be notified of the results of the evaluation.
