- General Information Commander, Marine Corps Systems Command, 2200 Lester Street, Code PMM 114/CT 2.6 Quantico, VA, 22134-5060 RFI: M6785413I6001. The United States Marine Corps is seeking interested sources capable of developing and producing upgrades to the Stabilized Commander's Weapon Station (SCWS) in compliance with the draft Abrams Integrated Display and Targeting System (AIDATS) specification, which can be obtained by emailing a request to the Contract Specialist listed below. Information regarding the NUCLEUS software referenced within the specification can be obtained by emailing Jason Brooks (SPAWAR) at jason.l.brooks2@navy.mil. AIDATS is an upgrade to the current sensor suite and Display Control Module (DCM) that supports the SCWS on the USMC M1A1 Main Battle Tank (MBT). The AIDATS display will serve as the primary interface between the Tank Commander (TC), the SCWS and Blue Force Tracker (BFT) systems; allowing control of both systems from a single interface. The upgraded sensor suite will directly support the SCWS and will provide the ability to detect and engage targets in a variety of conditions using the M2.50 caliber machinegun. For the purpose of this RFI, the AIDATS system components being provided by the vendor are defined as a color day camera, thermal camera, system display, processor and integration kit (cables and associated hardware required to install the system on a USMC M1A1 MBT). The AIDATS program will enter the Acquisition process at Milestone B and conduct an Engineering and Manufacturing Development (EMD) phase. Following a successful Milestone C decision, the program will enter the Production phase. Information requested in response to this RFI includes, but is not limited to: Feedback/input to the AIDATS Specification, Rough Order of Magnitude (ROM) to design and deliver five (5) prototype systems during the EMD phase in FY14, ROM to procure ten (10) LRIP systems in FY15, and ROM to procure up to 440 systems for the Production phase from FY15 through FY18. ROMs for both phases should include unit cost and timeframe for first delivery following contract award. Vendors are also requested to identify any requirements which may drive excessive cost or technical risk. Interested sources are requested to respond no later than 5:00pm local time on 10 May 2013 stating their CAGE Code, DUNS number, business size, NAICS Code, SIC Code, certification of the level of the facility security clearance, and complete corporate point of contact information. Interested sources should respond to the Contracting Office address below. Proprietary information shall be clearly marked. This RFI is for planning and market research purposes, therefore it shall not be construed as an invitation for bid, request for quotation, request for proposal, or as obligation on the part of the Government to acquire products or services. Responses shall be treated as information only as part of market research and will not be shared outside of the Government. All information shall be submitted at no cost or obligation to the Government, no entitlement to payment of direct or indirect costs or charges to the Government as a result of contractor responses to this announcement.
