- This is a Sources Sought Notice to determine the availability and capability of Small Business capable of performing Telecommunications Equipment System Repairs and Maintenance. This notice is for planning purposes only, and does not constitute and Invitation for Bids, Request for Proposals or Request for Quotation, or an indication the Government will contract for the services described herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The applicable North American Industry Classification System (NAICS) code is 811213, Communication Equipment Repair and Maintenance and the size standard is $10.0 million. The U.S. Food and Drug Administration (FDA) National Center for Toxicological Research (NCTR) located in Jefferson, Arkansas, is seeking to identify sources that can provide the services as described in this notice. Background: The current telephone system at NCTR is a digital telephone switch, Nortel (formerly Northern Telecom) Meridian SL1, Option 61, which was installed in May of 1991. In 1991 the outside cable system was installed in conduit buried in concrete; Cable to the Conference Center and Visitor Housing (Bldgs 70-74) was direct buried in 1989. Station wiring for Buildings 15, 53A, 53B, 53C, 53D, 53E, 62, 70, 71, 72, 73, and 74 was installed in 1987; wiring for building 5A, a barrier facility, was installed in the early 1970s; station wiring in all other buildings was installed in 1991 or later. The existing telephone switch is housed in Bldg 54. The system installed includes the cable distribution system, local telecommunications exchanges providing basic switching equipment and station/terminal and ancillary equipment of voice data services. The telephone sets currently in use are Northern Telecom 2006, 2008, 2616, 2616 w/display, 2008 hands free, 2008 hand free w/display, 3902 w/display, 3903 w/display, 3904 w/display and Polycom SoundStation II conference phones. The FDA/NCTR intends to establish a single award contract for Telecommunication System Repairs and Maintenance for a base period of one year with up to four one year option periods. Minimum Requirements. Maintenance services for the operational integrated voice/data telecommunication system and all ancillary equipment at the FDA/Jefferson Laboratories, Jefferson, AR, and to move or add telephone locations.. System modifications and upgrades.. Furnishing of equipment, repair parts/spare parts. Regularly scheduled preventive maintenance, remedial maintenance (routine and emergency call-out) performed in accordance with OEM recommended practices.. Major failures require 4 hour on-site response time during business hours and 6 hour response time during non business hours; minor failures require 24 hour on-site response time during the normal business day.. Remote access capabilities including nightly maintenance routines, software changes and updates, system interrogation or preventive maintenance. Parties submitting capability statements are advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability of providing the required services. Respondents should limit their capability statements to no more than fifteen (15) pages in length. Capability statements shall include information regarding length of time business entity has been providing services on specified equipment, composition and credentials of staff and ability to meet priority responses of 4 hours during business hours and 6 hours during non business hours. Provide two contact names, email addresses and phone numbers for two contracts that may contacted by the Government for contracts of the same services you have been awarded, and indicate period of performance, and dollar amounts. Respondents shall also indicate business size, proof of any set-aside status (such as 8(a), Service Disabled Veteran Owned Small Business, HUBZone), DUNS number, proof of registration in the Government's System for Award Management (SAM), GSA contract number (if applicable), contact name, mailing address, phone number and email address of point of contact for your business. Your response must reference 1116131.
