- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY Personal Identity Verification (PIV) Card Stock Logistics Management This Request for Information (RFI) is issued solely for information, planning, and testing purposes and does not constitute a solicitation or a promise to issue a solicitation in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Veterans Affairs (VA) is not at this time seeking proposals and will not accept unsolicited proposals for the effort described herein. Respondents are advised that the Government will not pay for any information, administrative, or shipping costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested vendor's expense. A.Background Homeland Security Presidential Directive (HSPD) 12, Policy for a Common Identification Standard for Federal Employees and Contractors, directs all federal agencies and departments to implement a standard identification (ID) smartcard for all federal employees and contractor personnel. This ID will enable physical access to federal facilities and logical access to federal networks and electronic applications. The Federal Information Processing Standard (FIPS) 201, Personal Identity Verification of Federal Employees, Contractors, and Affiliates issued by the National Institute of Standards and Technology (NIST), along with its associated Special Publications, provide federal agencies and departments with a detailed specification for the deployment of Personal Identity Verification (PIV) cards for its employees, contractors, and affiliates. VA has a need to better manage its PIV card stock inventory, shipment, tracking and reporting processes across the entire VA. The Contractor shall provide and ship GSA approved PIV card stock to VA facilities upon written request from the VA Contracting Officer's Representative (COR). The Contractor shall provide a two (2) year warranty on all provided PIV card stock and deliver a weekly cumulative shipping report. See attached Draft Performance Work Statement (PWS). GSA approved cardstock can be found via FIPS 201 Evaluation Program, Approved Products List (APL) website, last updated 07/30/2012 (http://fips201ep.cio.gov/apl.php) It is anticipated the VA will award a two year firm-fixed price contract consisting of one (1) 12-month base period and one (1) 12-month option period. The NAICS code applicable to this acquisition is 323111. The Small Business Size Standard for this NAICS code is 500 employees. B.Purpose of this RFI The Government is conducting market research to identify qualified sources capable of providing the services described in this request for information and draft PWS. C.Response Instructions If interested, please submit a Capabilities Statement which provides detail concerning your company's ability to meet the requirements, limited to five pages to include the following information: "Company Name, Cage Code, and Duns Number "Company's business size when performing under NAICS 323111 "Small Businesses should state whether or not they can comply with the requirements of the Non-Manufacturer Rule, should this acquisition be set-aside (Federal Acquisition Regulation (FAR) 52.219-14, 52.219-27.
