- HTC711-13-R-D015 RFI/Sources Sought HTC711-13-R-D015 RFI/Sources Sought Attachment 1 System Description SOURCES SOUGHT This is a Sources Sought Synopsis requesting information only and does not constitute an Invitation for Bids, a Request for Quote, or a Request for Proposal. It should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract in connection with this announcement. This Sources Sought is to assist with Market Research to determine if responsible sources exist and to determine if this effort can be competitive and/or a total small business set-aside. USTRANSCOM AQ is conducting market research to determine both the best acquisition strategy for this procurement and the existence of responsible business sources that may be able to field a replacement for the "Integrated Computerized Deployment System" (ICODES). The information in this notice is based upon the best and most current information available to date. This information is subject to change and is not binding on the Government. All information submitted in response to this announcement is voluntary and no information will be returned. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Any information obtained will be considered market research and may be used as a general concept, however any specific information will be treated as proprietary information and safeguarded, if marked as proprietary. The proposed NAICS code for this requirement is 541511. A. Integrated Computerized Deployment System (ICODES) Background The ICODES system assists users with the staging and planning requirements for military and commercial modes of transportation. Specifically, the system incorporates intelligent tools related to cargo staging, load planning, conveyance estimation and multi-modal strategic movement planning. Please see Attachment 1, "Version 6 System Description", dated March 21, 2013 for a summary system and functional description. This system was originally developed in the mid-1990's by CDM Technologies, which was purchased by Tapestry Solutions, Inc., a wholly owned subsidiary of the Boeing Corporation. All contract actions to date have been non-competitive. The ICODES system includes ICDM software, which is claimed by Tapestry to be proprietary. B. Description of Requirement USTRANSCOM seeks to field a new system that performs at least the functions described in the attached description, but, to the maximum extent practical, is not reliant on proprietary software so that the new system can be enhanced and maintained in a competitive environment. The Government will expect to receive at least Government Purpose Rights to technical data and computer software in the new system so that, after the initial contract period of developing and fielding the new system, the Government can compete future sustainment and enhancement activities; such competition will be enhanced by the Government's ability to release relevant technical data and software for competitive purposes. In addition, any solution developed in response to these requirements should comply with acceptable Service Oriented Architecture (SOA) design standards and practices and promote a fully integrated, yet segregated model, consisting at a minimal of three distinct layers: 1) Graphical User Interfaces, 2) Data Access layer(s) comprised of appropriately scoped and secured web services, 3) supporting enterprise Databases. Each layer should be properly secured and allowed access in scope with defined roles and permissions. All code developed and/or utilized in the fulfillment of these requirements will be: • Assumed to operate within the governance stated above and is the sole responsibility of the developing entity to ensure its' full compliance. • Used, enhanced and distributed by the Government as it deems appropriate. C. Description of Capability to Meet Requirement (Submission shall be no more than 10 pages in length) Data Modeling (Objectification): The ability to generate a collection of code-based objects from raw XML/XSD files that correspond to a given conveyance data structure or drawing, i.e. Ship, Aircraft and Railcars. In addition extend those objects to reflect behaviors in accordance with a given set of business rules (i.e. height, weight, stress and balance restrictions) as well as enable these objects to respond to and generate code-level events that can be monitored /triggered from other objects or external web services all within a SOA-based environment. Experience creating and manipulating raw CAD drawings and mapping those drawings to a related database structure. GUI Construction/Modification: Demonstrate the ability to: Modify a graphical interface (title changes, colors, sizes, etc.) using the existing JAVA source files, Flash/Action Script. Create from scratch an interface mimicking in appearance and behavior of the existing screens and the populated controls such as dropdown lists, radio buttons, data grids and textboxes linked to a 1) ORACLE data source and 2) XML/XSD source. Create or demonstrate the ability to create a user interactive graphical rendition of a conveyance's capabilities and restrictions accounting for multiple levels and data layers. Outline a comprehensive training and support plan to address significant GUI enhancements and/or changes. Load Planning Simulation: Demonstrate the ability to: Import external source data that contains associated cargo attributes. Convert data attributes to a graphical representation for use in determining cargo placement within the defined stowage areas a given conveyance. The proposed system must track and report violations, as appropriate, based on established cargo and conveyance limits, restrictions and loading practices, i.e. dimensional restrictions; hazardous compatibility and segregation rules; and trim, stress and balance requirements. SOA Concepts: Demonstrate the ability to construct a discoverable loosely-coupled secure and scalable web-based service that feeds and exposes an ORACLE Database. Data Encryption/Decryption: Demonstrate the ability to encrypt/decrypt data in accordance with DOD Directives. Interested parties can provide a capabilities statement to include the capabilities described above. Vendors may provide a description of similar work that has been performed for other customers, if applicable.
