- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Physical Measurement Laboratory (PML), intends to negotiate with Agilent Technologies Inc.; Walnut Creek, CA, on a sole source basis under the authority of 41 USC 3304(a)(1), to purchase a non-contacting heterodyne visible laser interferometer. The PML develops and disseminates the national standards of length, mass, force and shock, acceleration, time and frequency, electricity, temperature, humidity, pressure and vacuum, liquid and gas flow, and electromagnetic, optical, microwave, acoustic, ultrasonic, and ionizing radiation. Its activities range from fundamental measurement research through provision of measurement services, standards, and data. The Quantum Measurement Division (QMD) provides measurement and data support for a broad range of national needs, conducts metrology research enabling more accurate determination of SI units and fundamental constants, performs basic electrical, mass, force and torque calibrations, distributes its findings widely and effectively, and maintains an active schedule of services, partnerships and collaborations with industry, academe and government. This optical heterodyne displacement-measuring laser vibrometer will have digital demodulation to perform high-accuracy measurement of displacement of a moving target for displacements up to 10.5 cm and velocities up to 0.65 m/s. The system must be able to measure the displacement of a single target spot and the differential displacement between two target spots (these two modes do not have to operate simultaneously). This notice follows Sources Sought notice AMD-13-SS34, which was posted on Federal Business Opportunities on March 29, 2013. Market research has shown that Agilent Technologies Inc. is the only company that can provide a heterodyne visible laser interferometer that meets the requirements. The NAICS Code is 334516- Analytical Laboratory Instrument Manufacturing with a Size Standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Agilent Technologies Inc. for this requirement during the FY13 3rd quarter. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
