Minimum Requirements in Microsoft Excel Format (For Editing Purposes) Minimum Requirements in PDF Format Solicitation/Synopsis IDIQ A/E CONTRACT FOR SPECIALIZED DESIGN PROJECTS Category: C-Architect and Engineering Services Date Published: February 2013 Solicitation Number: GS-06P-13-GZ-D-0003 Proposals Due: May 29, 2013 Time: 10 :00 a.m. local time INFORMATION AND EVALUATION FACTORS SYNOPSIS/SOLICITATION: Type of Contract: This procurement opportunity is 100% set-aside for small businesses only. GSA anticipates awarding one contract in response to this solicitation. Indefinite Delivery/Indefinite Quantity (IDIQ) Architect and Engineering (A-E) Services for Specialized Design Projects managed by GSA in Region 6. Region 6 encompasses the four (4) state geographical area that includes Iowa, Kansas, Missouri, and Nebraska. The majority of Region 6 building inventory is located in St. Louis and Kansas City, Missouri. The IDIQ for A-E services will be for a period of one (1) year with four (4) additional 1-year option periods. Prior to exercising each option, the Government will review the A-E firm's/joint venture's performance to date, and award options consistent with applicable portions of FAR Part 17. GSA will reserve the right to issue orders for all of Region 6 (Kansas, Iowa, Missouri, and Nebraska). The North American Industry Classification System (NAICS) Code/Size Standard for this procurement is: 541310. The Small Business Size Standard is $7.0 Million. A Firm-Fixed-Price (FFP) IDIQ contract will result from this solicitation, including profit, overhead and hourly rates for anticipated disciplines and for use in negotiating FFP task orders. Profit, overhead, and hourly rates for anticipated disciplines may be further negotiated at the task order level, but may not exceed the negotiated hourly rates for the applicable contract year. Pricing on task orders for the production and delivery of designs, plans, drawings, and specifications shall not exceed 6 percent of the estimated cost of construction, including fees, as mandated by FAR 15.404-4(c)(4)(i)(B). A minimum guarantee amount of $1,000 is to be awarded for the base year only. If the minimum guarantee is not met during the base year, the government reserves the right to unilaterally issue a task order to satisfy this guarantee. If the contractor does not accept this task order, all claims to the minimum guarantee will be waived by the contractor. The annual estimated magnitude for all work orders in a one year period may range from $1,000 - $3,000,000.00. There is no yearly maximum. The sum of all task orders issued against the contract cannot exceed the maximum contract value of $15,000,000.00. GSA reserves the right to issue orders for services to be provided throughout the four (4) state region. Offerors are cautioned to read this announcement in its entirety. Personal visits for the purpose of discussing this announcement will not be scheduled. Type of Work under the Contract: The work to be performed under this proposed contract is to provide specialized and innovative design-related A-E services in support of the GSA in Region 6, Design and Construction Division's mission. The selected firm will be required to provide project planning support, scope development, site investigation, projects estimates, design, and the preparation of construction documents required by the GSA and other federal agencies, for projects that require specialized design considerations, complex engineering solutions, specialized consultants, and the use of uncommon materials, and means/methods, in occupied federally owned or leased office buildings. Typical construction projects that will result from the design efforts of the A-E may include repair and alteration/re-use of building interior/exterior spaces, systems and features. The majority of construction projects under this contract will have an estimated construction cost of $2,500,000 or less. Types of Services Required Under the Contract: Services identified are consistent with the North American Industry Classification System (NAICS) Code 541310. Services include but are not limited to: architectural, landscaping, civil, structural, mechanical, electrical, and cost estimating. Other related services to be provided include: assisting GSA staff engaged in scope development, master/feasibility planning, programming, pre-design, interior design, design review, construction management, construction administration and inspection, shop drawing review, elevator evaluation/design, signage design, and various technical studies including, but not limited to: Building Engineering Reports, Historic Building Preservation Plans, seismic and structural evaluations, energy studies for design of energy upgrades, sustainable design, roof evaluations, fire safety reviews/studies, and handicapped accessibility (ADA/ABAAS) reviews. Services may also include: acoustics, security, geotechnical testing, surveying (boundary/topographical), quality control testing, asbestos sampling, air monitoring, hazard assessment, abatement design, Courts design, preparation of environmental impact assessments, as well as, identification of acceptable design based solutions available for regulated items such as asbestos, PCBs, CFCs, radon, lead-based paint, underground storage tanks, and other various types of testing, monitoring, and quality checks as required to support services provided under this contract. Disciplines and expertise required may include data center design and consultation, High Performance Workspace (HPW) consultation and design, providing Building Evaluation Reports (BERS), historic preservation, fire/life safety, civil engineering, roofing design, construction management and inspection, pavement rehabilitation, scheduling, BIM design, acoustical engineering, lighting engineering, certified industrial hygiene, interior design, surveying, geotechnical engineering, environmental engineering, elevator and other disciplines and experts with specialized experience. Other possible tasks required may include but are not limited to site investigation, scope development, planning, budget estimating, design consulting, project viability risk assessments, code compliance reviews, technical design reviews, constructability reviews, envelop system integrity reviews, construction observation, construction inspection, historic preservation, historic structure reports, problem analysis, forensics studies, LEED, life cycle cost analysis, energy conservation, pollution prevention, waste reduction, use of recovered materials, security, blast, progressive collapse, 3-D rendering, building evaluation studies, geotechnical testing, quality control testing, hazardous material sampling, hazardous material assessment, abatement design, air quality monitoring, boundary and topographical surveying, space planning, real estate market analysis and others not identified herein. This contract will require the A/E to possibly perform routine tasks such as site observations, design, construction documents, detailed construction cost estimating, Independent Government Estimates (IGE), technical analysis, construction submittal reviews, design clarifications and record drawings. While these tasks, disciplines and expertise are needed for performance of task orders, there are other tasks, disciplines and expertise that may be required. Therefore adaptability is required and should be demonstrated. Further, all designs are required to achieve excellence in design. Expertise with environmental issues such as sustainability, energy modeling, alternative energy application and related items will be required with this contract. Minimum Submission Requirements: Joint venture or firm/consultant arrangements will be considered and evaluated on a demonstrated interdependence of the members to provide a quality design effort. To be considered under this solicitation, firm/joint ventures must meet and show conformance to the following minimum requirements: •1) A completed, current Standard Form 330, "Architect-Engineer Qualifications", and a completed, current Standard Form 330 for each proposed consultant. Interested firms with more than one (1) office must indicate on their SF 330 the staffing composition of the office in which the work will be performed. Indicate the solicitation number in block 3, on the SF 330. The completed SF 330 should indicate the specific personnel from the responding firm and all consultants expected to do the work on this contract, with resumes for each, professional registrations by state, and experience in this type of work over the past six (6) years. It is required that you include the Lead Architectural and Engineering Designers and the Primary Point of Contact that would be responsible for managing this contract and assigning task orders. It is recommended that the Key Personnel directly responsible for work submitted in section F should also be included. The projects listed in Section F shall be at least "similar" to the projects required by section "Evaluation Criteria, A) Past Performance and design, c) Similar Projects" of this solicitation. Projects included in this section may be greater in construction dollar value. •2) Firms/joint ventures must be multi-disciplined or have a continuing service arrangement with pre-identified consultants. •3) Firm's/joint venture's design/production office must be located in Missouri, Iowa, Kansas or Nebraska. The Firm's/joint venture's office(s) must be in operation on the closing date of this solicitation. •4) Services shall be provided under the direction of an Architect or Engineer. The firm/joint venture and consultants must have Architects and Engineers that are currently licensed in Kansas, Nebraska, Missouri, and Iowa. All construction documents, reports, construction cost estimates, etc. submitted under this contract will require the personal seal and signature of an Architect and/or Engineer. •5) The firm/joint venture must possess and clearly indicate in their proposal the following minimum staffing within the firm/joint venture: Two (2) Registered Architects and two (2) CAD/D/BIM Technicians. Architects are required to be registered in Kansas, Nebraska, Missouri, or Iowa. This is the minimum staffing required to be considered a design/production office. •6) The firm/joint venture must have an Architect registered in Kansas, Nebraska, Missouri, and Iowa. Firms may use consultants to achieve the required state registration requirements. The proposal must clearly state which person(s) is designated to fulfill this requirement. •7) The firm/joint venture must have at least one (1) registered Professional in Kansas, Nebraska, Missouri, and Iowa, in each of the following disciplines: Structural, Mechanical, Civil and Electrical Engineering. Firms may use consultants to achieve the required state registration requirements. The proposal must clearly state which person(s) is designated to fulfill this requirement. •8) Demonstrate the ability to comply with the following requirements: Construction drawings shall be created and submitted in the latest version of AutoCAD or Revit. Construction drawings created in other CAD programs and then translated into AutoCAD are NOT acceptable. Construction drawings must conform to the latest GSA CAD/BIM standards. Construction specifications (Master Format), reports, databases, and similar items shall be submitted in the latest version of MS Word format. The firm/joint venture shall update software versions at their own expense at the request of the Government. •9) Proof of errors and omissions insurance, or the ability to obtain such must be included with the submittal. STATEMENT OF THE EVALUATION FACTORS AND THEIR RELATIVE ORDER OF IMPORTANCE: The Government will make award to the responsible offeror whose offer conforms to the solicitation and is most technically qualified. Therefore, offerors will be requested to submit initial qualification packages to the Government on the most favorable terms from a technical standpoint. The Government reserves the right to conduct discussions/negotiations. The evaluation factors associated with the written submission and oral presentation are listed below with percentages as to their importance. EVALUATION CRITERIA ELEMENT: •a. Design Management and Philosophy (20%) •b. Oral Presentation/Design Solution Phase (100%) •1. Oral Presentation (25%) •2. Design Solution (75%) DESCRIPTION OF THE EVALUATION PROCESS, METHODOLOGY AND TECHNIQUES TO BE USED: Government intends to award one (1) contract to the responsible offeror whose offer conforms to the solicitation and is the most technically qualified. The evaluation process will consist of two phases, the written qualification package evaluation phase and the oral presentation/design solution phase. Only the most highly qualified firms will be invited to participate in the oral presentation/design solution phase based upon the scores they receive in the written qualification package evaluation phase. The government intends to enter into negotiations with the most highly qualified firm based upon a summation of their written qualification package evaluation and oral presentation/design solution scores. Minimum Submission Requirements: The minimum submission requirements checklist is to be completed by the offeror and submitted with the qualification package. These requirements represent the minimum qualifications, staffing, and capabilities that are required under this contract. Only the firms that met the minimum qualifications, as evident in their initial submission, will advance to the written qualification package evaluation phase of the selection process. Written Qualification Package Evaluation Phase: Written qualification packages shall be evaluated against the evaluation standards. Firms that submit a qualifications package and meet the minimum requirements will have their written qualification packages evaluated. Only firms determined to be the most highly qualified will advance in the selection process and be given an opportunity to participate in the oral presentation/design solution phase of the selection process. Oral Presentation/Design Solution Evaluation Phase: Oral presentation/design solution evaluations will only be conducted with the most highly qualified firms as determined by the written qualification package scores. The Oral presentation/design solution evaluation will be based on the offeror's overall architectural knowledge, ability to assess, strategize and communicate efficiently, while creating innovative solutions to project challenges. Scores from the written evaluation will be added to the oral presentation scores for a final total score. Offerors who are invited to participate will have one (1) hour and 15 minutes for the oral presentations/design solution phase. - Offerors will have 15 minutes to present their firms to the interview panel. - Offerors will have 30 minutes to create solutions, processes and/or strategies for solving problems provided to them by the Government. - Offerors will have 15 minutes to present solutions. - Offerors will have 15 minutes for questions and answers. Written Qualification Package A. Past Performance on Design: •a. Design Approach: Provide a one (1) page, double-sided, narrative detailing how the client's program, function, image, mission, budget, schedule and operational objectives were satisfied on past projects. In addition, the firm/joint venture shall detail its plan to employ those strategies on this contract. Standard is met when offeror adheres to the page limit requirements above and provides a narrative on the design approach used to accomplish successful completion on past projects and how the firm/joint venture intends to apply it to this contract and its subsequent task orders. •b. Excellence in Design : Submit a portfolio representative of the lead designer's work that demonstrates the lead designer's ability to provide excellent design (for three (3) projects). Each example project should include no more than one (1) double-sided page. Each example project should include a narrative stating the project challenges, application of design intent, actual constructed system and operations, objective details, facts, performance history, and other information that can substantiate how the lead designer exhibited design excellence on the project. Standard is met when offeror adheres to the page limit requirements above and provides narratives for three (3) separate projects that demonstrate the lead designer's ability to exhibit design excellence on projects. •c. Similar Projects: The firm/joint venture shall submit a narrative (one (1) page, double-sided, per project) for five (5) similar projects of scope, size, and complexity. Construction on the projects must have been completed within six (6) years of the receipt of qualifications date. Project data shall include, project name and location, description, whether the building is occupied or unoccupied, initial and final construction cost, and design start, construction start and construction completion dates. Submittal of less than five (5) projects will result in a lower score. NOTE: Additional consideration will be given to projects with greater complexity. Two (2) of the five (5) must be directly attributable to the Lead Designer. • i. Similar Scope: "Similar" in scope is defined for this announcement as a tenant finish, renovation, or a repair/alteration project. • ii. Similar Size: "Similar" in size relates to the cost of the project construction from $2,500 to $2,500,000. • iii. Project Complexity: The complexity of the project considers the degree of tenant and/owner involvement in the design and any special phasing requirements: •1. Tier 1 Projects: The most complex, in occupied buildings, for Federal, State or Municipal courts space where the clients include court officials, security officials and prosecuting officials, hospital projects, and laboratory projects. •2. Tier 2 Projects: the next most complex, in occupied buildings, for corporate, institutional, or governmental office space where there are many organizational functions represented and there are special phasing requirements to keep the facility in operation. •3. Tier 3 Projects: The least complex, are those of minimal client involvement such as roof replacements, tuck-pointing, and parking lots, Projects that meet the criteria for Tier 1 and 2 projects but are in unoccupied buildings will be considered Tier 3 projects. Standard is met when offeror adheres to the page limit, timeliness of the projects, and lead designer requirements above, and has submitted a narrative for five (5) separate projects. Two (2) of the five (5) must be directly attributable to the Lead Designer. These projects must demonstrate how they are similar to this solicitation. B. Specialized Design Expertise: Offeror shall submit a two (2) page, double-sided, narrative to address: Building Design Specialties: the firm's/joint venture's familiarity, specific experience, and expertise in specific building design specialties. (Examples include, but not limited to: innovative interior design, work with high end finishes, building system evaluations and the use of cutting edge technology, historic preservation projects, commissioning, sustainable and accessible design expertise, m echanical, civil, electrical, energy management systems, structural design, life cycle costing, fire protection, life safety, and security systems design) Standard is met when the offeror adheres to the page limit requirement above and provides a narrative outlining the firm's familiarity, specific experience, and expertise in multiple (five (5) or more) building design specialties. C. Design Management and Philosophy : Offeror shall submit a one (1) page organizational chart and a four (4) page narrative addressing the two areas listed below. Composition of Design Team : Provide a one (1) page, double-sided, organizational chart that lists the key team personnel. • i. Resumes: Key team personnel listed on the organizational chart shall have a resume, documenting their qualifications, included with the Standard Form 330. The key team personnel indicated as part of SF 330 shall be the same as indicated on the organizational chart. Design Management and Philosophy: Provide a total of four (4) pages, double-sided, narratives addressing areas listed below. • i. Methods: Provide a one (1) page, double-sided, narrative indicating how project management, cost estimating, coordination, quality control, planning, scheduling, timeliness, problem resolution and cost control measures are addressed by your firm/joint venture during design. • ii. Design philosophy, energy consciousness and low maintenance design features: Include a design philosophy statement from the Architectural Lead Designer (two (2), pages double-sided ) and from the Engineering Lead Mechanical Designer(s) (one (1), page double-sided ). Mechanical engineering is considered a primary discipline in regard to engineering excellence for this contract. The philosophy statements should illustrate how the firms respond to project challenges, application of design intent, realize actual constructed systems and operations as applied to the specific disciplines. Narratives should include verifiable information, objective details, facts, performance history and other information that can substantiate the firms' design philosophies and approach to public architecture; indicate how design features are incorporated into your designs. Other disciplines such as electrical and acoustical engineering, commissioning, and roofing technologies may be referenced in the narratives as appropriate to the design philosophy, energy consciousness and low-maintenance design. Standard is met when the offeror adheres to the page limit requirements above, has submitted an organizational chart, a narrative describing their methods, and a narrative identifying their design management and philosophy for the Architectural Lead Designer and the Engineering Lead Mechanical Designer. ORAL PRESENTATION/DESIGN SOLUTION EVALUATION FACTORS: Oral presentations/design solution shall be evaluated against the evaluation standards. Offerors will have one (1) hour and 15 minutes for the oral presentations/design solution. Time Allowed: Firm Presentation 15 Minutes Design Solution Problem Solving 30 Minutes Present Design Solutions 15 Minutes Questions & Answers 15 Minutes o Total Time Allowed 1:15 Hours •A. Oral Presentation (25%): Offerors shall present information that is not included in the technical qualification package that is initially submitted in response to this solicitation. •a. Firm Presentation: Offerors should cite how they will offer unique "value added" contributions to GSA work. Firm presentation topics may include: •- Firm Philosophy and Design Approach •- Team Composition: Key personnel and roles/responsibilities •- IDIQ Management Plan: How will team handle multiple projects over long periods of time; plan to manage staffing, workload and resources The standard is met when offerors communicate how their philosophy and design approach, team composition, and IDIQ management plan will add value to GSA projects. •B. Design Solution (75%): Offerors will be responsible for devising innovative solutions to a real-world GSA project challenge. GSA will provide offerors with an A-E Services related problem following the firm presentation. The firm will be given 30 minutes to devise a solution to this problem. Offerors will then present their solutions to the GSA. The firms approach to project management and their design philosophies should be evident in the solution they present. Specific items that firms should address in their solution presentation are: site inspection and evaluation, staffing, strategies for management/performance in occupied facility, communication, scheduling, budget, cost estimating, design solutions/innovative architectural/engineering concepts, security, historic preservation strategies, integration of sustainable design practices, and use of CAD/BIM technology throughout design, and overall project management. The standard is met when offerors effectively communicate their architectural knowledge, ability to assess, strategize and communicate efficiently, while creating innovative solutions to project challenges. Response Requirements: The contract will be procured under the Brooks Act and FAR Part 36. This solicitation is a Request for Qualifications and is not a Request for Proposal. When responding to this announcement, offerors must fully address their capability with regard to each of the above stated minimum submission requirements and evaluation criteria. Oral Presentation/Design solution will be conducted with the most highly qualified A-E firm/joint venture, based on their written response to this announcement. Firms/joint ventures wishing to be considered must submit completed SF 330(s) and other pertinent information as required above. This information, collectively, is the Technical Qualifications Package and shall be submitted in the following order: •1) Completed Minimum Submission Requirements Checklist •2) Evidence that the firm is multi-disciplined or have continuing service arrangements with pre-identified consultants •3) Evidence of AutoCAD/Revit/Software Capabilities •4) Proof of Errors and Omissions Insurance •5) Completed SF 330 •6) Written Qualification Package Limit technical qualification packages to 8 1/2" x 11" size pages. To be considered, Technical Qualification Packages must be received no later than 10:00 AM, central time, May 29, 2013 at: General Services Administration Office of Business and Support Services (6ADB), Room 1161 1500 East Bannister Road Kansas City, Missouri 64131-3088. All packages shall be marked "TECHNICAL QUALIFICATIONS SOL# GS06P13GZD0003". The submission shall include: •· one (1) original •· one (1) electronic copy included on a CD (include all information submitted in the original, in the same order/format outlined above) A follow-up announcement shall be placed on FebBizOps containing the list of the firms considered to be the highly qualified. Firms desiring consideration shall submit appropriate data as described in this notice. This is not a request for fee proposal. FedBizOps and Annual Representations and Certifications It is the vendor's responsibility to monitor FedBizOps for any changes and/or conditions. Offerors submitting a proposal in response to this announcement shall complete electronic Annual Representations and Certifications (formerly in ORCA) in conjun ction with required Entity (formerly contractor registration in the Central Contractor Registration (CCR) database) accessed via https://www.sam.gov. Evaluating Contractor Performance The General Services Administration, Public Buildings Service, is using the Contractor Performance Assessment Reporting System (CPARS) modules as the secure, confidential, information management tool to facilitate the performance evaluation process. CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. CPARS is the overall system name; however, it is important to note the different modules within. CPARS module: This module is used to create past performance evaluations on services procurements. ACASS module: This is the Architect Engineer Contract Administration Support System. This is used to create past performance evaluations on A-E procurements. CCASS module: This is the Construction Contractor Appraisal Support System. This is used to create past performance evaluations on construction procurements. The term "CPARS" will be used to denote the overall evaluation system (the evaluation modules of CPARS, ACASS and CCASS). Each award requiring an evaluation is registered in CPARS by the Government. The contractor user will receive several automated emails. Within thirty days of award, the contractor user will receive an email that contains user account information, as well as the applicable contract numbers and evaluation module assigned. The contractor user will have one user account set up that will allow access to all three modules. Contractor users are encouraged to visit the CPARS training webpage to sign up for the free on-line contractor overview training. This is a 1.5 hour training session specifically targeted to contractor users who will provide past performance evaluation comments on PBS evaluations. The URL is http://www.cpars.gov/allapps/cpartrng/webtrain/webtrain_all.htm Once the evaluation is readied and released, the contractor user will receive a second email alerting them the evaluation is ready for their review and comment. The contractor user will have thirty (30) days to respond to the evaluation. GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor user regarding GSA's evaluation of the contractor's performance. Based on the review, the individual at a level abovethe contracting officer will issue the final conclusion on the performance evaluation. The contractor must provide the contracting officer with the name and email address of the contractor user that will be their past performance point of contact (POC). This is the person responsible for responding to these evaluations. This person will be granted access to CPARS must be registered in the system and be assigned the system role of contractor representative (CR). Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file, and may be used by Federal Agencies to support future award decisions.
