- Description
- The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award one fixed price incentive type contract, Low Rate Initial Production (LRIP 1) (FY15), and one modification to that contract, LRIP 2 (FY16) to Northrop Grumman Corporation - Aerospace Systems (NGC-AS), Bethpage, NY for the MQ-4C Triton Unmanned Aircraft System (UAS). This procurement is for the manufacture of three Unmanned Aircraft (UA), one Main Operating Base (MOB) and one Forward Operating Base (FOB) for FY 15 and up to four UAs, one MOB and one FOB for FY16. This effort will also include Advance Acquisition Contracts (AAC) in FY14 for LRIP 1 and FY15 for LRIP 2 for the purchase of components, material, parts and associated efforts whose advanced procurement is required to maintain the MQ-4C Triton UAS planned production schedule. The effort will also include non-recurring engineering costs (e.g. parts obsolescence engineering and producibility), limited integrated logistic support (ILS), training, support equipment, and spares (for unmanned aircraft system, support equipment and trainers). The proposed contract actions for LRIP 1 and 2 and associated AACs are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGC-AS is the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner in order to meet initial operational capability (IOC) during FY17. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
