- The VA intends to issue a solicitation on or about April 11, 2013 for a firm fixed price, non-personal service contract for Armored Car Services. DESCRIPTION/SPECIFICATIONS Contractor shall furnish all labor, supplies, materials, equipment, supervision and transportation necessary to provide Armored Car Transportation Service for the Department of Veterans Affairs, 718 Smyth Road, Manchester, NH 03104. Required services include: a)Making twice weekly deliveries of moneybags from TD Bank to the Agent Cashier. b)Making twice weekly pick-ups of moneybags from the Veterans Canteen Service and transporting the moneybags to Citizens bank. c)If the facility has a specific need as a special pick-up it will be identified as a call order. d)Pick-up and delivery log procedures will be established upon contract award. All work is to be performed in accordance with the regulations, codes and laws established by local, State and/or Federal agencies. Driver and/or Attendants There shall be two employees making pick-ups and deliveries at all times. The drivers and/or attendants are required to wear identification badges during the entire time they are on the V AMC grounds. I.D. badges must have an identification picture, name of the individual and the represented company depicted on it. A photograph shall be submitted to the participating services of the driver and/or attendants, which shall be posted at delivery/pick-up points. Employee Qualifications: Employees shall be able to communicate with personnel with tact and courtesy. Employees shall be technically proficient in the skills necessary to fulfill the Government's requirements, to include the ability to speak, understand, read and write English fluently. Licenses: All drivers and attendants shall be, at a minimum, the age of 21 years old and shall maintain neat, clean and professional appearance. Drivers shall be licensed in accordance with the State of New Hampshire. A copy of the drivers and/or attendants license shall be furnished to the Contracting Officer before performance of contract begins. Certificates: Any certificates of training or education that the driver and/or attendant have had that pertains to this type of service shall be furnished to the Contracting Officer Background Investigations: The Contractor shall provide the Contracting Officer with a copy of the background investigation done on all drivers and/or attendants that shall be performing under this contract. Vehicles: Vehicles used in the performance of this contract shall be registered and inspected and meet all minimum vehicle requirements as mandated by the State of New Hampshire. Insurance: Contractor must provide proof of liability insurance, workers compensation and vehicle insurance before performance of contract begins. Armed Delivery: Although VA policy does not allow weapons (handguns, etc.) on campus, Armored Car Service is considered an exception as designated by the VA police department. Industry Standard Practice requires that armored car service personnel be armed while on duty. Pick-up and Delivery Agent Cashier Tuesday and Thursday cash delivery to Agent Cashier. The Agent Cashiers will place an order at TD Bank. The same day the order is made The Armored Car Service will pick up, and sign for, cash at TD Bank, 70 Bay Street, Manchester, NH, for delivery to the Agent Cashier, Bldg. 1, Room NW 110, VA Medical Center, 718 Smyth Road, Manchester, NH. Delivery of the money will be scheduled between 10:00am and 2:00 PM on Tuesday and Thursday. Actual schedule times will be coordinated between the Agent Cashier's office and the Armored Car Service to accommodate both parties' needs. Veterans Canteen Service Retail Store Tuesday and Thursday cash pick-up from Veterans Canteen Service Retail Store. Armored Car Service for the Veterans Canteen Service Retail Store Office, Bldg. 1 (basement), VA Medical Center, 718 Smyth Road, Manchester, NH, will occur on Tuesday and Thursday each week in conjunction with the Agent Cashiers delivery. Picked-up cash to be delivered to Citizens Bank. Confirmation deposit slips shall be returned upon driver's subsequent pick-up.
