Description
NASA/ARC plans to issue a Request for Proposal (RFP) for Shadow Mode Assessments Using Realistic Technologies for the National Airspace System (SMART-NAS). NASA has a need to develop SMART-NAS capability to accelerate transformation of the NAS. SMART-NAS will allow integrated, real-time and/or fast time assessment of gate-to-gate operations and their performance using real-world NAS inputs. SMART-NAS will allow for plug-and-play of different technologies to operate in combined real, virtual, and constructive manners as dictated by the study goals. The goal of the SMART-NAS initiative is to develop a capability to explore alternative concepts, technologies, and architectures at the NAS level in an integrated manner. SMART-NAS will enable assessments to demonstrate feasibility and benefits for modernization-related decision making. The work contemplated under this contract is outlined in the attached draft statement of work. The work will require travel to NASA Ames and NASA Langley centers. This Pre-solicitation Synopsis is issued to replace the Request for Information Sources Sought Synopsis posted on December 05, 2012. A Subcontracting Plan will be required per FAR 19.702, except from small business concerns. Subcontracting with small businesses and teaming will be encouraged through the posting of an interested parties list. Organizations who wish to be included on the list should provide their company name, company address, website (if applicable), NAICS codes, Business Size and point of contact information to Christine.Martinez@nasa.gov no later than noon on Thursday, April 18, 2013. The Government does not intend to acquire a commercial item using FAR Part 12.This requirement will be issued as a full and open competition procurement. This procurement will be awarded to multiple offerors. Each fixed price contract will be awarded for a total of 24 months. No incumbent currently exists for this requirement. The NAICS Code and Size Standard are 541712 and 500, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about May 1, 2013 with an anticipated offer due date of on or about May 31, 2013. Contract awards are anticipated no later than September 30, 2013. NASA FAR Supplement Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
