- The United States Section of the International Boundary and Water Commission (USIBWC) is issuing a solicitation (negotiated) for the purpose of environmental cleanup of USIBWC's American Dam/Carlos Marin Field Office complex. This cleanup is part of the settlement of the bankruptcy case for ASARCO, a copper smelter that operated for a century in El Paso, Texas. The smelter, which ceased operations over a decade ago, is located next to the U.S. Section's American Dam/Carlos Marin Field Office. Smelter operations caused widespread lead and arsenic contamination in the community. The USIBWC is using settlement funds to clean up contaminated soil at the American Dam/ Carlos Marin Field Office complex. Approximately two feet of soil shall be removed from the field office complex and replaced with engineered fill. Excavation is estimated to be between 15,370 cy and 30,680 cy. The constituents of concern were identified as arsenic, cadmium, and lead. These metals were detected in the soils around the field office complete at concentrations above Environmental Protection Agency (EPA) human health risk-based industrial screening levels. Existing tests indicate that the soils are above Texas Commission on Environmental Quality (TCEQ) residential standards, but below industrial standards for arsenic, lead, and cadmium. After excavation of contaminated soils, exposed soils will be tested for arsenic, lead, and cadmium to ensure that all soil above 24 mg/kg arsenic, 500 mg/kg lead, and 52 mg/kg cadmium has been removed. The American Dam/Carlos Marin Field Office complex is located at 2616 West Paisano, El Paso, Texas. There are approximately 14 structures in the American Dam Complex. A rockwall is located along a portion of the perimeter that must be protected in place during soil remediation. An existing chain link fence shall be removed and replaced. Existing utilities, rock wall, and a Customs and Border Patrol tower must be protected in place during construction. Government operations at the field office shall continue throughout the construction period. The work is located in El Paso, Texas. A site visit date will be listed in the solicitation. The work will be performed under NAICS Code 562910 entitled Remediation Services. The associated small business size standard is $14 million in gross receipts averaged for the past three years. The contract will be firm-fixed price for construction. The solicitation will be for competitively negotiated best value to the Government. Approximate date of solicitation issuance is May 1, 2013. Prospective vendors must register in SAM (System for Award Management which replaces Central Contractor Registration-CCR) prior to the award of a contract.
