- Description
- I. General Information The Air Education and Training Command Contracting Squadron (AETC CONS) is seeking information concerning the availability of capable sources to provide non-personal services to bridge the gap between DoD-sponsored English Language Training and follow-on technical training for international military students. The Contractor shall provide adult education/professional development courses, Internet-based and/or traditional instruction, at contractor facilities in San Antonio area for international military students. All instruction shall be in the English language only. The primary intent is to provide continuing education to reinforce the English Language skills (listening, speaking, reading, and writing) and introduce new vocabulary in useful training courses applicable to students ranging in grade from Junior Noncommissioned Officer (NCO) to Field Grade Officer in various career fields. Courses shall be fully developed and commercially available and may be a few days to several weeks in duration. Courses may be provided by multiple sub-vendors but coordinated through one primary vendor. Interested vendor responses should include a catalog of available courses with published price lists, with course descriptions, durations, individual course per student costs if available, and a statement of availability of contractor facilities in the San Antonio, Texas area or within 30 miles of Joint Base San Antonio - Lackland. Courses may include or be similar to, but not limited to, the following subject areas: - Information Technology and Computer Skills, including user training for popular application suites and networks; - Management skills such as Leadership and Management, Conflict Management and Confrontational Skills, Foundations of Business Execution, Foundations of Effective Thinking, Project Management, Team Building and Professional Communications, and Lesson Plan Design; - Professional Military Education curriculum similar to or based on Airman Leadership School, NCO Academy, and Squadron Officers School; - Military-focused courses, such as leadership and professionalism, history of airpower, and basic coalition war fighting doctrine; - Technical skills fundamentals, such as tools, machinery, and aviation terminology; - Business management skills, such as planning, budgeting and project management; and - Common ancillary training subjects, such as workplace safety, handling classified information, self-aid/buddy care and CPR, and drug/alcohol abuse awareness. This Request for Information (RFI) is issued for informational and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the Government's requirements. Contact with Government personnel, other than those specified in this RFI, by potential offerors or their employees' regarding this requirement is not permitted. This is NOT a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. It is also anticipated the type of contract will be a Firm-Fixed-Price (FFP), indefinite delivery/indefinite quantity (IDIQ) vehicle with a three-year ordering period. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 611699, All Other Miscellaneous Schools and Instruction, and the small business size standard is $10.0 Million in annual gross receipts.
