Description
The Social Security Administration (SSA) intends to negotiate on a sole source basis with International Social Security Association (ISSA) located at 4 Route Des Morillons, CH-1211, Geneva, Switzerland, 22 for the acquisition of Volume I of Social Security Programs Throughout the World (SSPTW) 2014. The production of all the other volumes are separate optional services: Volume II (Asia and the Pacific 2014), Volume III (Africa 2015), and Volume IV (The Americas 2015). The Social Security Administration (SSA) is responsible for research and dissemination of information on international social security programs. (The term social security in the international context refers to five different programs, or branches: Old-Age, Disability, and Survivors; Sickness and Maternity; Work Injury; Unemployment; and Family Allowances.) One of its most highly regarded vehicles since 1937 has been the publication entitled Social Security Programs Throughout the World (SSPTW), published in four volumes in six-month intervals over a two-year period. This intended procurement encompasses the acquisition of research and dissemination of information on international social security programs. This activity produces a separate manuscript copy for each of the four regional volumes of the 2014/2015 editions of SSPTW, the standard reference document. This will be a follow-on contract to contract SS00-09-60108. NAICS code 541720, Research and Development in the Social Sciences and Humanities, Size standard $7 Million. Under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1, The Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy agency requirements. SSA anticipates the award of a sole source, firm fixed price contract with a performance period of September 20, 2013 through January 15, 2016. SSA shall issue a sole source award under FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Responses to this notice should be submitted by 5PM ET April 22, 2013. If SSA does not receive an acceptable response to this announcement by April 22, 2013, SSA will proceed as stated herein.
