Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award a Cost-Plus-Fixed-Fee (CPFF)/Cost-Reimbursement Only (CR)-type contract for Cooperative Engagement Capability (CEC) Design Agent (DA) & Engineering Services (ES) Legacy Support to Raytheon Company Network Centric Systems (NCS), 1501 72nd Street, North, P.O. Box 12248, St Petersburg, Florida, 33170-2248. The CPFF/CR contract will have an estimated total quantity of 1,750,000 hours and will be for continuing DA/ES support. The intended sole-source effort includes legacy services for existing capabilities in the areas of technical and engineering support, training, Engineering Change Proposal (ECP) preparation and proofing, and improvements to both reliability and interoperability. The contract will contain provisions for other direct costs such as travel, support to travel and miscellaneous material costs. The contract will be for a base-period of one year and contain four (4) one-year options. The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), as Raytheon, NCS is the only company that can meet the Navy ™s CEC DA/ES legacy requirements for efforts already underway. A Request for Proposal is planned in the 2nd Quarter of FY13 with an award planned in the 4th Quarter of FY13. This requirement is in addition to the CEC Development and Support contract to be competitively awarded in FY15 for the development and support of CEC next generation capabilities. A separate synopsis/solicitation will be issued for that competitively awarded effort after the completion of all requirements determination activities and documentation. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command.
