Description
FOR INFORMATIONAL PURPOSES ONLY PLEASE DO NOT RESPOND The American Recovery and Reinvestment Act of 2009 (ARRA, or Recovery Act) was enacted on February 17, 2009. The Health Information Technology (HIT) provisions of the Recovery Act are found primarily in Title XIII, Division A, Health Information Technology, and in Title IV of Division B, Medicare and Medicaid Health Information Technology. These titles together are cited as the Health Information Technology for Economic and Clinical Health Act or the "HITECH Act" (HITECH). The main goal of the HITECH Act is to improve the nation's health care through the adoption of Electronic Health Records (EHRs) and promotion of the meaningful use of EHR via incentive payments. CMS expects that "meaningful EHR users" would demonstrate each of the following: meaningful use of a certified EHR, the electronic exchange of health information to improve the quality of health care, and reporting on clinical quality and other measures using certified EHR technology. The Office of the National Coordinator for Health Information Technology (ONC), along with CMS, has identified criteria to define meaningful use of EHR. In the early stages of meaningful use, Eligible Professionals and Eligible Hospitals will attest that they are meaningful users of EHRs. Upon successful attestation, they will be eligible to receive an incentive payment. CMS' Office of E-Health Standards and Services (OESS) is responsible for oversight of the entire Electronic Health Records (EHR) program. OESS has been tasked with identifying the necessary provider documentation and develop a process for providers to submit their request along with their required documentation for1) hardship exceptions, 2) hospital based exceptions and 3) appeals. OESS is currently in process of defining the requirements that will serve as "proof" in which the provider must submit (or provide) for each of these applications. The purpose of this Statement of Work (SOW) is for the Contractor to capture and track 1) hardship exceptions, 2) hospital based exceptions and 3) appeals submitted by providers. This contractor will also analyze and report statistics for the providers of each application type. The tasks performed under this SOW will focus on the execution, management, performance and quality of the data captured and the database management. Given the timeframe of the work to be accomplished, these tasks might need to be carried out simultaneously. The data capture and tracking Contractor's primary objectives/tasks are as follows: (1) Collect necessary provider information for Providers that would like to request a hardship exception, or a hospital based exception or an appeal. (2) Assist CMS in reviewing these applications to make appropriate determinations. (3) Report data statistics for each application type to OESS, (4) Maintain the highest quality for performing requirements of this SOW, (5) Perform task/activities and deliver requested information on time, and (6) Provide support documentation in case of Appeals. (7) Have the ability to make formalistic and judgment based determinations using CMS criteria (8) Send an electronic reply to the provider once the final determination is made.
