- Solicitation Number: VA243-13-B-0945 Notice Type: Sources Sought Synopsis: The Department of Veterans Affairs, Network Contracting Office 3, Bronx, NY is conducting market research/seeking sources from construction firms that are classified under one of the following small business programs: (1) Service-Disabled Veterans-Owned Small Business (SDVOSB), and/or (2) Veteran-Owned Small Business (VOSB) for the construction project Construct New Emergency Department in East Orange, NJ 07018-1095. The place of performance is the VA New Jersey Health Care System, East Orange Campus, 385 Tremont Avenue, East Orange, NJ 07018-1095. The estimated price range for this project is between $5,000,000.00 and $10,000,000.00. The firm must be a general construction firm with an approved NAICS Code 236220. The Small Business Size Standard of $33.5 million. Scope: A. DIRECTOR'S SUITE 1. Work includes general construction, alterations, asbestos abatement, limited amount of HVAC, plumbing, and electrical work, limited removal of existing construction and upgrade to finishes, as follows: 2. Limited interior demolition of existing Ward 11A to relocate Director's Suite from First Floor to the Eleventh Floor, as documented. Demolition and construction required to locate the Secretaries adjacent to the Director's and Chief of Staff's Offices as indicated on drawings. Mechanical, Plumbing and Electrical work is very limited in scope, as documented. 3. Cosmetic upgrade to all new and existing spaces in Ward 11A, except in existing Corridors; including new flooring, wall finishes, wall protection, ceiling tile in existing ceiling grid, and re-lamp/clean/reinstall existing lighting, as documented. Demolition of existing lighting and installation of new lighting in existing ceilings in the existing Corridors, as documented. B. EMERGENCY DEPARTMENT 1. Work will include construction of new Emergency Department including new entrance, canopy, and associated exterior improvements. Work includes full interior demolition within project area, general construction for a building addition and alterations to existing construction, site and road work, asbestos abatement, new HVAC including rooftop mechanical equipment, and new plumbing and electrical distribution and fixtures. C. All above specified work must be completed within 1080 calendar days from the date of the Notice to proceed. A bid bond as well as a payment and performance bond will be required. At this time, no solicitation exists, therefore, do not request a solicitation. Small bondable business contractors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: 1. Company Name, 2. Address, 3. Point of Contact, 4. Phone number and e-mail address, 5. Business size determination and qualifying Small Business status, 6. Certification of Small business Status, 7. Available Bonding Capacity, 8. Construction experience of similar projects in size and complexity. Interested small business contractors must have bonding capacity within the price range stated above.
