Description
The Department of Veterans Affairs, VA Providence Medical Center, Geriatrics and Extended Care Data and Analysis Center (GEC DAC), is seeking potential sources under NAICS Code 541511 who have the capability to provide timely and efficient computer programming and database management. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification relative to NACIS 541511. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in conjunction with this announcement. Background: The Office of Geriatrics and Extended Care (GEC) is responsible for the scope and quality of the VHA programs focusing on the clinical and support needs of Veterans requiring geriatric care or long term services and support. The GEC DAC will evaluate VA geriatric and extended care programs and provide evidence-based information to serve GEC's programmatic, planning, and policy needs. Because the majority of older Veterans receive care both from VA and outside the VA, this evaluation must take into account not just VA services but the full range of health care Veterans receive. The evolving vision for the GEC DAC is to inform GEC operations on program development and evaluation; produce publishable reports and maps on GEC programs and utilization; develop knowledge base of future GEC leadership; and provide standardized and available data platform and tools for research. The most important component of the GEC DAC is the Residential History File (RHF), which summarizes information and knowledge from VA, Medicare and Medicaid claims and assessments of function, service need, and treatments of nursing home residents and home care clients (nursing home Resident Assessment Instrument Minimum Data Set, MDS). The GEC DAC was charged to develop the infrastructure to house and link all these data components into the RHF trajectories in a manner that is more conducive to assembling data and analyzing it to evaluate new programs and policies, and to assist in evidence-based planning. Contractor will provide computer programming services to develop applications for using and modifying the GEC data architecture, developing programs to efficiently implement the RHF concepts, and deliver programming tools to GEC DAC analysts to perform analyses using the Residential History File (RHF). Requirements: Tasks will address a variety of assignments, including but not limited to design, develop, and program the VA data infrastructure, extract analytic data sets from data bases based on staff specifications; develop analytic files from those databases, designing and implementing programming code that creates the architecture for large data sets and data analysis, developing and deploying software that adheres to all data privacy and security requirements in the VA Network environment; develop methods to have software properly interact with data from VINCI Corporate Data Warehouse (CDW) and provide codes for algorithms; provide documentation of architecture design and detailed documentation of all code developed for this project. Much of the data management and computer programming support services to be provided by this contract will be based on the Residential History File (RHF) and data provided by Medicare, Medicaid, and other state and federal agencies. The services may also be based on a variety of survey data, administrative and medical records, data for both test-patients, actual patients, with data structures, and materials that reside in the Corporate Data Warehouse (CDW). Potential sources are expected to have expertise in data management, computer programming, and computer-related consulting and technical assistance. Specifically, 1) directing the maintenance and analysis of large, complex, hierarchical, multi-user survey databases and large administrative encounter-level and clinical data in direct support of health services research; 2) data processing management, 3) production and documentation of edited and imputed health-related variables from various sources; 4) production of data files and documentation from large, complex, hierarchical, multi-user survey databases; 5) use of computers in health services research, techniques and software for sample selection, missing data imputation, estimation and hypothesis testing with data; 6) analysis of health care quality, patient outcomes, access and continuity/coordination of care, utilization, and/or expenditure data; 7) collaboration with health services researchers on statistical analyses 8) management of multiple simultaneous data processing tasks, for users with competing demands in a timely and efficient manner. Potential sources should have experience with Java batch programs and tools in SSIS (SQLServer Integration Services) and SQL Reports Server; PHP (PHP Hypertext Processor), JSP (Java Server Pages), CSS (Cascading Style Sheets), HTML (HyperText Markup Language), Javascript, AJAX (Asynchronous JavaScript and XML) for a Web 2.0 GUI interface. Potential Sources should have experience with or ability to learn quickly how to write extraction transformation load routines from the VA Corporate Data Warehouse (CDW) into the data source created, MS SQL server business intelligence suite of activity, MS analysis service (component that builds the cube), MS Integration service (the ETL extraction transformation load) program, and MS Reporting service which gets teamed up with Sharepoint and Performance Point. Services will be performed at the Contractor site however potential sources must have the capability to attend frequent on-site meetings at the VA Providence Medical Center-830 Chalkstone Avenue, Providence, RI, 02908. If you are interested, and are capable of providing the required services please provide the requested information as indicated below. The contract period is anticipated to consist of a 12 month base period with four (4) 12 month option periods for renewal. Market research is being conducted to determine interest and capability of potential sources for this requirement and make a determination as to whether this procurement can be set aside for small businesses. Interested Sources should submit a capability statement (no more than 15 pages in length) to Lynn Portman, Contracting Officer, by email at lynn.portman@va.gov, no later than 12pm (noon) EST on Monday, April 29, 2013. Capability statements must be tailored to this request and identify the sources capabilities to complete this requirement including information on staff positions required to perform the work and a description of corporate experience with similar projects. Responses to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Is your business small (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "Hubzone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned Small or veteran owned small business? Responses to this notice shall be emailed to lynn.portman@va.gov. This notice is to assist the VA in determining sources and developing an acquisition strategy. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
