VA245-13-R-0023 DCJOC IDIQ Solicitation Questions Question 1: In terms of the required personnel on this project, did you mean to call the Senior Project Manager just a Project Manager? Answer: No, Refer to page 34 "Project Personnel Experience" requirements are given for this position. Question 2: Does the Contractor have the right to refuse renewal of the contract after the first contract year without forfeiture of the contractor's initial bid security (bond)? Answer: No - Unilateral Right of Government to exercise option. Question 3: What is the bid bond percentage? If it is 20%, than 20% of what bid price? Does the bid bond it need to be for the full $3mm? Answer: No bid bond is required. Performance and payment bonds will be required task orders are awarded to the Contractor. Question 4: Will a letter from our surety stating our ability to bond, for single and aggregate levels, be sufficient - without a bid bond being apart of the response to the solicitation? Answer: No bid bond is required. Performance and payment bonds will be required task orders are awarded to the Contractor. Question 5; If we submit as a Joint Venture with a small company, what percentage of work must be self-performed by the SDVOSB. Answer: See FAR 852.219-10, page 71 Question 6: Are there any special requirements with regard to Joint Venture proposal. Contract (i.e. staff requirements, past performance consideration, ect)? Answer: See VA information letter 049-06-4 - Joint Venture and teaming agreement for SDVOSB Question 7: Is a copy of the Joint Venture agreement required to be submitted with the proposal? Answer: Refer to IL 049-0604, para. 6 Question 8: How many past performance questionnaires are required? Answer: Past Performance is required for 3 year prior. Question 9: As a joint Venture, are past performance questionnaires required from each member of the JV. Answer: Questionnaires should be received from all members of the JV. Question 10: Can CCASS, CPARS, PPRIS evaluations be submit in lieu of past performance questionnaires? Answer: No Question 11: Please confirm that RS Means line items will be used for division 1 costs (site supervision, project management, QC etc) including OH&P? Answer: These costs are included in Division 1 cost excluding OH&P which is the coefficient. See page 8. Question 12: The RFP is confusing as to coefficient requirements; can you provide a list of items to be included in the coefficient? Answer: Please refer to page 8 number #4, coefficient. Question 13: Only home office overhead is included in the coefficient? Answer: Incorrect Question 14: Will bond cost be applied to the RS Means pricing or a part of coefficient? Answer: Performance bonds Question 15: OH&P is included in the Task Order RS Means pricing or a part of coefficient? Answer: OH&P are included in the coefficient. See page 8. Question 16: Required Safety inspections are in the coefficient? Answer: No Question 17: Pafe 43 of the solicitation states under "Security Requirements" that the GC is responsible for the reimbursement of all background checks performed by the VA with OPM. If further states that there are four (4) level of security requirements. What security requirements and level is required for this IDIA? Also, not having certainty of manpower requirements, how many clearances will be required for this solicitation? Can we all use a number of say 10? Where should this cost be included? Since the total cost is unknown, can it be a part of a task order proposal? Answer: The required Security level will be based on the duration of each task order. At the time of the request for a proposal for a task order, Contractor will be asked to include a separate line item for security requirements. Question 18: Will the contractor be required to maintain a full time employee and office on site? Answer: Each task order will be required to have a full time superintendent onsite during performance of the contract. Onsite office will not be required. Question 19: Will office space be provided for onsite project management? (Utilities, phone and internet) Answer: No Question 20: Is there any historic data from previous JOC contracts or is there an estimated number of task orders projected? Answer: Previous JOC contracts have been used in the past with a maximum dollar value of $5 Million. The funds on the previous contracts have been used; therefore, this is the reason we are establishing a new contract. Estimated number of task orders will vary due to funding availability. Question 21: Is the Past Performance proposal to be submitted as its own volume, separate from the Technical proposal and Pricing proposal? Answer: Yes Question 23: The RFP requires Offeror to "Provide Quality Assurance/Quality Control Plan." Is a complete plan required at this time or will an overview of the offeror's QC program suffice? Answer: Refer to page 19, item 26, paragraph 1 Question 24: The RFP states that "All bidders/offerors shall submit the following information pertaining to their Safety and Environmental Record ¦" Are you requiring safety-related information in our proposal submission? If so, under which Factor should this information be located? Answer: This should be placed in the Past Performance Factor. Question 25: For Factor 2 - Past Performance, how many past performance questionnaires are required to be submitted? Also, are we limited to past performance questionnaires for projects referenced in Factor 1 - Technical Construction Management Capability (Multiple Project Experience), or can we provide questionnaires for additional relevant projects as well? Answer: One Past Performance questionnaire is required to be submitted. Solicitation doesn't give a minimum or maximum number for Factor 1 Question 26: Section 5 of the Statement of Work states "the unit price totals of each category task involved in the task order are added up (along with O&P column and bond) and than multiplied by the coefficient to determine the total task order price." This seems to indicate that the prices from the total Bare Cost column and Total including O&P column will be added together. The note in section 6 states that for pre-priced items only the Bare cost will be multiplied by the coefficient to determine the total task order price. Please clarify if and when prices from the total including O&P would be used in an estimate. Answer: Please refer to page 8. Question 27: Please confirm that bond costs will be allowed as a separate line item on each estimate. Answer: Refer to page 8, section 3, Note: Performance bond is covered under Division 1 and is part of RS Means. Question 28: Section 4 of the Statement of Work states, "the total price of an individual item multiplied by the coefficient is the total price for the item and includes all costs associated with providing and installing the item, as no other allowance will be made for other than construction items," and "all components of price shall be included in the offeror's coefficient, and shall be fully supported. No allowance for an omitted cost wil be made later,\." However, section 3 of the Statement of Work states, "the cost for general Conditions, when applicable, should be added per task order to the task cost including O&P. In our experience, general conditions items such as project management and supervision, field office costs, and travel costs are included in the coefficient so that the customer can make a fair comparison of the contractor's prices when evaluating the coefficients. Please clarify if the costs of project managers, superintendents, the field office and travel will be included in the coefficient. Answer: These costs are included in Division 1 cost excluding OH&P which is the coefficient. See page 8. Question 29: The note in Section 3 of the Statement of Work references using Division 1 of the RS Means unit price book. Typically, customers put a restriction on use of certain items in Division 1 because some of these items are included in the coefficient. For example, costs in Divison 01 31 - 01 45 are usually considered to be contract costs, and thus included in the coefficient, while the rest of Division 01 is considered to be job costs that are included in individual task orders as required by the scope of work. Please clarify if this is the VA's intended use of Division 1 of RS Means. Answer: See page 8. Question 30: The Note in Section 6 of the statement of work states that the price of non-prepriced work will be bare costs multiplied by the overhead and profit rate." How will the overhead and profit rate be calculated? Answer: Overhead and profit rate will be negotiated prior to award and that will be the rate used in the contract. Question 31: Section 2.e of the Statement of Work states that there is a column for demolition pricing; however, no demolition column exists in the RS Means price book. Please clarify? Answer: RS Means does have line items for demolition. Question 32: Please confirm that this is during the initial proposal process, and that once the contract is awarded, it is not the VA's intent to negotiate coefficients on individual task orders? Answer: Once the coefficient is established that will be the coefficient used on individual task orders.
