Description
Scope of Work Upgrade the outdated existing fire alarm system, including panels and devices, and provide a fully addressable fire alarm system, with control/annunciator panels located in the various buildings on the Pittsburgh Job Corps Center campus, reporting to the central fire alarm panel located in Building #13 and monitored from a central remote annunciator panel located in the main building reception (security) area of Building #13. The new sysytem shall be addressable, with battery back-up, have integral or external TVSS devices at the panels, and have adequate zones/points for all existing devices plus two spare zones/additional points. The new installation shall meet the requirements of the latest edition of NFPA 72, including complete testing and documentation as outlined. A one year service and maintenance contract for testing, inspection and documentation in accordance with NFPA 72 shall be included, along with a one year warranty period for a labor, manufaturer warranties for equipment (minimum three years) and options for renewal for five years after the warranty period expires. Replace all conventional devices with addressable devices, provide additional devices such as A/V, smoke detectots, heat detectors, etc. to comply with the latest code requirements. Provide fire alarm control.annunciator panels in the following buildings: in Building #1 for Buildings #1 & #2, in Building #3, in Building #4 for Buildings #4 & #15,, in Building #6 for Buildings #5 & #6, and in Building #12. Replace the main center panel located in the basement of Building #13 with the new fully addressable fire alarm panel serving Buildings #13 & #14, and controlling all fire alarm panels on the Center. Provide an annunciator panel and a pull station in each RA office in Building #13 (total four), and an annunciator panel and a pull station in the first floor RA office in Building #12. Provide smoke alarms in dormitory sleeping rooms and connect to the main building fire alarm panel - true for Buildings #13 & #12. Utilize the existing conduit and wiring, since the existing sleeping room smoke devices are connected to the central fire alarm panel. Carefully verify wiring connection for Dormitory Building #12. Comply with the latest edition of International Building Code for smoke detection control on HVAC equipment. Smoke detectors shall be installed in the return air systems of all units with a design capacity greater than 2000 CFM. These detectors should be in the return air duct or plenium, upstream of all filters, exhaust air connections, outdoor connections, or decontamination equipment and supplies. Provide/preserve the connection to all controlling devices associated with the sprinkler systems, such as but not limited to the flow and tamper switches, to the fire alarm system for monitoring and alarm initiation. Re-use the existing conventional devices if applicable, but do not compromise the requirement of a fully addressable fire alarm system. Re-use conduit and wiring to the extent permissable by code. Replace old, not code-compliant wiring. All fire alarm wiring to be in EMT conduit. Provide carbon monoxide detection in all buildings in accordance with the requirements of NFPA 720. Connect new carbon monoxide detectors to the fire alarm system. The system shall include, but not be limited to: intelligent peripheral devices, initiating and indicating peripheral devices; outlet boxes, conduit, line and low voltage wiring (when needed) and all accessories required. The fire alarm system must be tested and documented in accordance with NFPA-72. The tests must include the appropriate tests as outlined in the latest edition of NFPA-72 and any additional test deemed necessary to establish the adequacy, quality, safety, and suitability of operation of the system. A written certification by the fire alarm system contractor indicating that the system is performing in accordance with the design and the requirements of NFPA-72, is required. Provide a service and maintenance contract proposal for testing, inspecting, and monitoring of the system in accordance with the latest edition of National Fire Alarm Code (NFPA-72). This contract shall provide provisions for all tests and inspections during the warranty period. Thereshould be a provision for options for renewal for five years after the warranty period expires. The renewal options should comply with the pre-approved GSA rate structure for fire alarms in Government owned/occupied facilities. It is the intention of this Statement of Work to call for finished work, tested and ready for operation. A mandatory pre-bid conference and walk through for all contractors is scheduled for Wednesday, May 1, 2013 at (:00 A.M. at the Pittsburgh Job Corps Center.
