Description
This notice has been extended until April 29, 2013 at 5:00pm. All bids shall be recieved by COB April 15, 2013 at 5:00pm Eastern Time. Please email for the bid pachage. THIS IS A SUBCONTRACTING OPPORTUNITY SCOPE OF WORK All services are to be conducted in accordance with the New Jersey Department of Environmental Protection ("NJDEP") requirements as found in the Administrative Requirements for the Remediation of Contaminated Sites ("ARRCS") Rules (N.J.A.C. 7:26C) and the Technical Requirements for Site Remediation ("TRSR") (N.J.A.C. 7:26E) as well as all applicable guidance. Subcontractor shall provide the following: Subcontractor shall provide all labor; materials to complete this scope of work here-in at Edison Job Corps Center. There will be a scheduled walk thru on April 5, 2013 at 9:00am for any proposed bidder. Task 1 LSRP and Reporting Services The LSRP will submit a completed LSRP Retention Form (electronic) to NJDEP and will prepare a Site-Specific Health and Safety Plan for all on-site personnel during the work to be performed. The LSRP will request an NJDEP file review through the Open Public Records Act (OPRA) and will review all available NJDEP records and request copies of all pertinent documents so that the LSRP will be in a position to issue a Response Action Outcome (RAO) upon completion of the Scope of Work. Assist Edison Job Corps Center in obtaining an access agreement with the current Site owner, believed to be Rivendell Terrace, LLC, to conduct this Scope of Work. Note that no intrusive work is to be done at the Site without permission of the Site owner. The LSRP will directly oversee all aspects of the investigation. The LSRP will conduct periodic inspections of the Site, as necessary, to ensure that all work is being performed in accordance with the applicable requirements. Based on inspections and sample results, the LSRP will use his best professional judgment to make remedial decisions for the Site. The LSRP will prepare the final Remedial Investigation Report (RIR) and all required LSRP forms, such as, but not limited to updated Receptor Evaluation, RIR Form and Annual Remediation Fee reporting form. It is the responsibility of Edison Job Corps Center to pay all NJDEP fees associated with the remediation. Upon completion of all remediation to the LSRP's satisfaction and obtaining all required permits, the LSRP will issue a Response Action Outcome (RAO) indicating that remediation is complete for each individual area of concern (AOC). Task 2 Soil Investigation The LSRP will conduct soil sampling using direct-push (e.g., GeoProbe) technology as follows: • Building 722, Tank 0015: 5 borings and post-excavation samples for EPH, PCBs and PAHs; • Building 722, Tank 0007: 1 boring and sample at approximate piping location for VOCs; • Building 722, Tanks 0005 and 0006: 1 boring and composite sample to document the quality of backfill used in all of the excavations for EPH and TCL/TAL; • Building 1540, Tank 0004: 1 boring and sample for sieve analysis (% silt and clay); and • Soil pile near Building 722: 1 composite sample for EPH and TCL/TAL to verify pile is not contaminated soil. EPH - Extractable Petroleum Hydrocarbons VOCs - Volatile Organic Compounds TCL/TAL - Target Compound List / Target Analyte List Task 3 Groundwater Investigation During the same mobilization as the soil sampling, the LSRP's licensed well driller will install one groundwater monitoring well in the tank 0015 AOC at building 722. The LSRP will have the well surveyed by a New Jersey-licensed surveyor and sample the well for EPH and TCL. Upon completion of the work, the LSRP's licensed well driller will abandon the new monitoring well and any of the seven other monitoring wells on the Site that have not previously been removed. SCHEDULE The LSRP will initiate the scope of work promptly July 1, 2013 upon receiving written authorization to proceed. The initial mobilization to collect soil samples and install the monitoring well will be completed within two weeks of receiving access from the current property owner. Groundwater samples will be collected not sooner than two weeks nor later than three weeks after the installation of the monitoring well. The LSRP will complete the RIR and all applicable forms within three months of the initial mobilization.
