Description
Title will be: Replace Septic Tank and leach field at Buffalo Lake National Wildlife Refuge, Umbarger, Texas. The U.S. Fish and Wildlife Service, Region 2, Division of Contracting and General Services plans to issue a Request for Proposal (F13PS00376), which will be posted on 4/15/13. The Contractor shall furnish all the necessary personnel, material, equipment, services to provide the following: 1. The proposed system will be designed and installed in accordance with all required state and local requirements. See Texas Natural Resource Conservation Commission (TNRCC) Chapter 285 - On-Site Sewage Disposal Systems, for detailed information and requirements. 2. The contractor shall have all certifications required by the state and local regulatory authorities. All certifications shall be submitted with quote for review by the Fish and Wildlife Service. 3. Soil sampling and analysis shall be completed in accordance with TNRCC 285.30, Site Evaluation. 4. The minimum liquid capacity for the septic tank is 1000 gallons. The leach field will be sized in accordance with soil testing and state and local requirements. 5. The system will be installed near the location of the existing system and using the same piping up to the approximate location shown in the drawings. 6. The existing septic tank and leach field will be disconnected from the system in accordance with state and local requirements. The tank and leach field will be disconnected and left in place according to state and local regulatory requirements. 7. A complete set of as-built plans including permitting and soil testing documents will be submitted to the Refuge Manager. Location: The Buffalo Lake NWR is located near Umbarger, Texas which is approximately 30 miles southwest of Amarillo, Texas. Access to the Refuge is very good. The Refuge can be found by traveling south along TX Highway 27 to Canyon, TX and then west along U.S. Highway 60 to the town of Umbarger. The refuge is approximately 3 mile south of Umbarger. The magnitude for this project is less than between $25,000. NOTE: you must be registered in the System for Award Management (SAM) to participate; offerors that are not registered will be rejected. Site Visit: Site visit will be held on 30 April/2013 at 10:00 AM Texas Time time prior to submitting proposals.
