Description
Princeton Plasma Physics Laboratory (PPPL), a National Laboratory and Federally Funded Research and Development Center (FFRDC) operated by Princeton University under contract to the United States Department of Energy, wishes to solicit proposals for the provision of all labor, material and equipment necessary to perform Phase I research and development, physics and engineering design tasks and diagnostic hall instrumentation development for the ITER Low-Field-Side Reflectometry (LFSR) System in accordance with Statement of Work (SOW) #US ITER 1050302-PD0007-R03, Revision 3, dated April 12, 2013. It is PPPL's intention to include an option in the subcontract for performance of Phase II tasks for fabrication, assembly, test and preparation for shipping to the ITER site in Cadarache, France. Because of the significant technical uncertainties inherent in the design, development and production of millimeter-wave diagnostics equipment such as the LFSR, it is not feasible to perform Phase I of the statement of work using a firm-fixed-price type contractual arrangement. Therefore, PPPL expects to issue either a cost reimbursement (no fee) type subcontract to an academic institution, or a cost-plus-fixed fee type subcontract to a for-profit concern for the Phase I work, depending on the leadership structure of the successful proposal team. PPPL will hold a pre-proposal teleconference at 11:00 AM Eastern Time on Tuesday, April 30, 2013. The pre-proposal teleconference agenda includes an introduction, a briefing on the proposed procurement and the cost proposal submittal requirements, and a question and answer period. Participation in the teleconference is not a prerequisite for proposal submission but is strongly encouraged. Offerors should contact the RFP Coordinator to obtain login instructions for the call. This announcement shall not commit PPPL to issue a subcontract for this effort, or to pay any costs incurred by offerors in the preparation and submittal of proposals in response to this RFP.
