- Request for Information in support of Market Research Project Title: National Park Service (NPS) Equal Employment Opportunity Investigations Brief Description of Project: The NPS Equal Opportunity Employment Office is conducting market research to identify potential offerors capable of handling approximately between 3 and 15 investigations per month or between 16 and 180 investigations per year. The EEO investigators are required to submit an investigative plan (IP) to the NPS Office of Equal Opportunity Programs (OEOP) prior to the conduct of all investigations. In addition, OEOP requires all investigations to be completed within 40 days of the investigator's receipt of the case file and letter of authorization to investigate. All investigations shall be conducted in accordance with 29 C.F.R. Part 1614.108, EEOC Management Directive 110 (MD-110) and Department of Interior (DOI) and NPS local policies and procedures. Investigators are required to conduct interviews and collect pertinent documents from NPS employees all over the United States, including its territories. Investigators are authorized to administer oaths and all statements of witnesses shall be made under oath of affirmation or, alternatively, by written statement under penalty of perjury. Little to no travel is anticipated, as investigations are completed telephonically whenever possible. Anticipated Period of Performance: One (1) Base Year to begin approximately July 2013, and three (3) consecutive Option Years to be elected at the option of the Government. NAICS codes: 561611 Interested vendors shall submit a capability briefing statement to include: a) Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. b) Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. c) Business size for NAICS 561611 and socio-economic category status, if any. d) DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in the System for Award Management (SAM www.sam.gov) to be considered as potential sources. e) The statement of capability shall be UNCLASSIFIED. Any information provided by industry to the Government as a result of this sources sought synopsis is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information. The information obtained from industries responses to this notice may be used in the development of an acquisition strategy and a future RFP (if applicable). The capability briefing statement shall not exceed five (5) pages. Contractors capable of providing these products should submit a Statement of Capability containing the above reference information via e-mail to Contracting Officer Ms. Elizabeth Finley at Liz_Finley@nps.gov. Electronic submission (email) is required. Responses shall be received no later than April 30, 2013 at 2 PM Mountain Daylight Time (MDT). As part of this request for information, the Government would also appreciate input regarding a suggested pricing structure for this requirement; for example, labor hour or firm fixed price along with explanation of the benefits of the suggested pricing structure. If firm fixed price, a breakdown to illustrate how additional claims or continuing violations would be priced. Please do not submit any actual pricing or figures. Any input related to suggested pricing will not count toward the five (5) page limit for the capability briefing statement. However, any pricing input shall also be limited to five (5) pages, for a total response limit of ten (10) pages. Please note that this is a Request for Information for market research purposes only; and is not a request for a proposal. Your firm's response to this RFI does not guarantee that a request for proposal will be forwarded to your firm or that NPS will contact you further. However, NPS does reserve the right to contact interested parties to seek further information if necessary. The information gathered from this market research will assist the NPS in its acquisition planning efforts to determine if a Small Business set-aside is appropriate for this effort.
