- PROJECT INFORMATION: The following synopsis is in accordance with the Brooks Act as implemented in Part 36 of the Federal Acquisition Regulation (FAR). This project involves architectural/engineering (A/E) services for design and construction administration services. The U. S. Department of Justice (DOJ) has a requirement for multi-discipline Architect & Engineer (A&E) services for the preparation of studies, plans, specifications, and cost estimates to be utilized by DOJ in the course of contracting for various construction projects. Required services will include master planning; programming; concept, schematic, and design development; construction document preparation; construction contract observation and administration; building security; historic preservation; American Disabilities Act accessibility; seismic evaluation; environmental, energy, and fire protection engineering; estimating; and review of hazardous material abatement requirements for construction projects. Professional disciplines that will be required include architecture; planning; interior design; mechanical, electrical, environmental, and structural engineering; estimating; construction management; and inspection engineers. The contract will support the DOJ in its efforts for the planning, design and construction of facilities in Washington, DC, nationally, and, potentially worldwide, although the vast majority of the A-E work is expected to be reserved for DOJ personnel in the Washington area. The A&E firm MUST have an active design production office within the following geographic area (This is a PASS/FAIL criterion): the Washington, DC area - defined as the District of Columbia and the following surrounding cities and counties, including all cities, towns, etc. within those counties: Montgomery County, MD; Prince George's County, MD; Arlington County, VA; city of Alexandria, VA; and Fairfax County, VA. Firms that meet the requirements described in this announcement are invited to submit one original plus four (4) copies of a completed Standard Form 330 (SF 330); Part I Contract Specific Qualifications, for the prime architect-engineer firm. Part I shall include projects related to the type and nature of work for which the firm was responsible. Also include brief resumes of key personnel expected to have major responsibilities for the project. Submit one original and 4 copies of a current SF 330, Part II-Architect-Engineer Qualifications for itself and for each of its individual consulting firms. Applicants should include the Solicitation No. DJJU-13-AE-0814 of this FBO Notice, with the location/center name in Block No. 3 of the SF 330 Part I - Contract Specific Qualifications. Selection evaluation criteria are of equal importance: (1) professional qualifications necessary for satisfactory performance of the above listed services; (2) specialized experience and technical competence in the type of work required; including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) capacity to accomplish work in the required time; (4) past performance on similar contracts with both government agencies and private industry in terms of cost control, quality or work, and compliance with performance schedules; (5) Location in the general geographical area of the project(s) and knowledge of the locality of the project(s); provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project(s); and (6) knowledge of building physical security and threat assessment The DOJ intends to negotiate and award one indefinite delivery/indefinite quantity contract. Individual work orders will be negotiated for each project. The initial contract period is planned to be for twelve (12) months with four option periods of twelve (12) months each for a total contract period of sixty (60) months. The total contract amount over the five year period is estimated to be in the range of $1,000,000 to $5,000,000. The NAICS is 541330 with a size standard of $14M. This is a total small business set-aside. Joint Venture submissions are allowed. Firms interested in responding to this notice are reminded that: (1) FAR Clause 52.219-14, Limitations on Subcontracting, which establishes limits on the amount of subcontracting under a small business set aside, will be included in the resultant contract; and (2) the firm selected for award will be allowed to subcontract only with those firms agreed upon during negotiations.
