- JEFO See attached JEFO: This task order is issued under the U.S. Department of Treasury, Application Support Services indefinite delivery/indefinite quantity (IDIQ) contract (TOS11D0001) to modify and upgrade Treasury's Information Executive Repository (TIER) and CFO Vision (CFOV) to comply with the Government wide Treasury Account Symbol Adjusted Trial Balance System (GTAS) reporting requirements mandated by Financial Management Service (FMS). This task order is a logical follow-on to be completed by CyberData-IDL, which was competitively awarded the O&M task (subCLIN 002-1). There is an inherent risk if another contractor was responsible for modifying the applications maintained by Cyberdata-IDL. Since this requirement is integrally related to subCLIN 002-1, which was competitively awarded to CyberData-IDL Solutions for the O&M contract. As a result, only the Cyberdata-IDL personnel have unique expertise with the applications and staffing for the specified task. A new contractor would not only need to become familiar with these custom O&M application portfolios, but also maintain the current framework and internal procedures to avoid an error, which would negatively impact the O&M task. Since this task is modifying and upgrading a portfolio of applications that is currently being maintained via subCLIN 002-1 only Cyberdata-IDL is capable of performing this task.
