- This is a Market Research, Sources Sought synopsis for information and planning puposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this sources sought. No reimbursement will be made for any cost associated with providing information in response to this solicitation. The United States Army Medical Research Acquisition Activity (USAMRAA) is soliciting on behalf of the The Armed Forces Medical Examiner System (AFMES) information from potential qualified businessses. This is a non-personal services contract to provide Scientific, Technical, and Administrative Support Services. The Government shall not exercise any supervision or control over the Contract Service Providers (CSPs) performing the services herein. Such CSPs shall be accountable solely to the Contractor who, in turn, is responsible to the Government. Back ground and Descritption of Required Work: The Armed Forces Medical Examiner System (AFMES), is comprised of five integrated divisions whose overall mission is to clinically and scientifically determine the cause of death in circumstances of unnatural and or suspicious deaths of US service members, and in certain situations US service member dependents, federal government officials, and civilians not otherwise affiliated with the Department of Defense (DoD) worldwide. These divisions are the DoD DNA Registry (which is divided into two sub-divisions: the Armed Forces DNA Identification Laboratory (AFDIL) and the Armed Forces Repository of Specimen Samples for Identification of Remains (AFRSSIR)); the Forensic Toxicology Division (FTD) (which provides toxicological analysis of postmortem and investigative specimens and also is responsible for oversight and quality assurance of the DoD Drug testing program); the Mortality Surveillance Division (MSD) (which provides various bio-statistical analyses and research related not only to causes of death, but also to infectious disease patterns in the active duty forces); the Office of the Armed Forces Medical Examiner (OAFME) (which is comprised primarily of military physicians and technical professionals who perform various medical examinations to determine causes and manner of death of an individual); and finally, a Behavioral Investigations Division (BID), which provides psychiatric analyses in unique circumstances and investigations. (The BID is mentioned for informational purposes only and will not be included under this contract). In order to accomplish this mission, the AFMES and its divisions are comprised of highly skilled medical professionals (physicians, oral pathologists, epidemiologists, and biochemists, and other scientists and clinical technicians) working in several specialized laboratories using highly technical medical equipment, to conduct medico legal investigations. Interested parties shall submit a Capability Statement that clearly addresses your corporate capabilities. The capability statement is not to exceed 20 pages and shall at a minimum address the following: (1) Name of Company; (2) Company Address; (3) Point of Contact Information: Name, Telephone number and Email address; (4) Company Size: The government is seeking vendors from the following Socio Economic Status: 100% Small Business, NAICS 541711. (6) Address whether the services identified in the requirement described above are of a type offered and sold competitively in the commercial marketplace based on market prices or whether these services are exclusively provided to the Government; (7) If commercially available, identify standard commercial terms and conditions typically associated with these services; (7) Describe experience and past performance with similar types of requirements of similar scope and magnitude and whether they were performed performance-based and include the contract number, Government agency name and address and contract funded amount; (8) Identify qualifications of technical and management personnel. THIS SYNOPSIS IS FOR INFORMATION PLANNING PURPOSES ONLY AND IS NOT A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND A CONTRACT WILL NOT BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS.
