THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION, PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. MCIEast Contracting Department Camp Lejeune, NC is issuing this Small Business set a side Request for Proposal (RFP) Solicitation No. M67001-13-Q- 0127 as a combined synopsis and solicitation. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The RFP documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-58, effective 18 May 2012 and DFARS Change Notice (DCN) 20120615, effective 15June2012. The MCIEast Contracting Department will conduct this acquisition using Federal Acquisition Regulation (FAR) Subpart 12 and 15, Acquisition of Commercial Items under the FAR as supplemented with additional information included in this notice.. Quantiry: 50, Unit of Issue: PK pack Evaluation : The vendor's proposal shall provide a detailed description (to include a specification sheet) of how the vendor will meet the Government's requirements listed above. Award will be made to the responsible vendor who provides the lowest evaluated price for a technically acceptable solution and who has at least a satisfactory past performance record. Technical acceptability will be based on the demonstrated ability to meet the technical requirements, including the delivery requirement. A mere statement that the vendor "will meet the Government's requirements" is insufficient; the vendor must demonstrate how it will meet the requirement. Technical Acceptability: 1 - Brand Name or Equal. Compliance with contract requirements, salient characteristics of items that meet or exceed requirement. For equal items, vendor must submit product literature showing salient characteristics are met. 2- Timeliness of Delivery. 30 days ARO 3 - Past Performance. Met delivery times and did not receive any cure or show cause notices or have many complaints. The Government intends to award one contract, on an all or none basis, to the vendor whose proposal provides the lowest price technically acceptable solution. The Government intends to evaluate proposals and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor's initial proposal should contain the vendor's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all proposals if such action is in the public interest; and may waive informalities and minor irregularities in proposals received. Proposals will be evaluated and ranked according to price, from lowest to highest. The Government reserves the right to evaluate only the technical proposal of the lowest price offeror. Other technical proposals may not be evaluated unless the Government determines the lowest price offeror to be unacceptable or non-responsive. In the event the Government determines the lowest price offeror to be unacceptable, the technical proposal of the next lowest price offeror will be evaluated. This processwill continue until a technical proposal is determined to be acceptable. Vendors shall provide at least two (2) relevant past performance references with their proposal. Reference information shall include agency or business name, contract number, dollar amount, point of contact (include phone number and email address), for which your firm has provided the same or similar services or supplies. Firms without a record of relevant past performance must affirmatively state that no relevant past performance is available. Such firms will receive a neutral rating that will be evaluated either positively or negatively. Relevant past performance is defined as performance of contracts of similar size scope & complexity as this requirement performed within the past three (3) years. For the purpose of this RFP, similar in scope means the provision, delivery & installation of similar quantity and quality items as those identified in Attachment (1). The Government reserves the right to obtain & use past performance information from sources other than those listed in the proposal, to include prior dealing with the government & personal knowledge of the company. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
