- : The work includes construction of a seepage collection system composed of a drainage trench, chimney drain, and blanket drain for 4,500 linear feet along the landside toe of the Herbert Hoover Dike. Additional work includes installation of subsurface instrumentation, earthwork and sodding. Drainage trench construction will be performed using a trencher method between baseline Stations 0+00 and 15+00, a bio-polymer slurry trench method between baseline Stations 15+00 and 30+00, and a Contractor defined method between baseline Stations 30+00 and 45+00. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. Proposals will be evaluated on Technical Merit, Past Performance, Small Business Participation and Price. The performance period is approximately 371, plus 90 for sodding. A Site Visit will be held on THURSDAY, MAY 2, 2013, AT 10:00 A.M., EST. Participants will meet at John Stretch Park near the picnic pavilion. (Park Address: 47225 US Hwy 27, Lake Harbor FL 33459). Site visits will be performed in small groups due to physical site restrictions. Expect delays. Carpooling is strongly suggested. Magnitude of construction is between $5,000,000 and $10,000,000. THIS IS AN UNRESTRICTED ACQUISITION. ALL RESPONSIBLE OFFERORS ARE ENCOURAGED TO PARTICIPATE. The solicitation will be issued on or about 24 April 2013 with proposals due on or about 28 May 2013. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR on the Federal Business Opportunities website at http://www.fedbizopps.gov/.
