Description
SOURCES SOUGHT. This is a Request for Information (RFI) from interested sources. Response to this RFI is voluntary and at the contractor's expense. The Government is seeking qualified sources with specific, recent experience, knowledge, and past performance with operating multiple laboratories that support network traffic analysis and network simulation/optimization, Internet Protocol version 6 (IPv6) testing and Voice over Internet Protocol (VoIP) technology integration. The Marine Corps Network Efficiency Laboratory (MCNEL) specializes in network traffic capture and analysis, providing on-site real-time troubleshooting and training to the Operating Forces, while greatly improving the fidelity of systems testing at MCTSSA. The IPv6 Lab provides performance, conformance, interoperability, and security testing for Programs of Records (PoRs) that are transitioning to IPv6 architecture. The Voice over Internet Protocol lab evaluates VoIP products for integration into tactical telephony suites. All the MCNET labs are cooperative in nature, utilizing each others' resources to continually design and enhance Marine Corps tactical networks at Marine Corps Network Efficiency Lab (MCNEL) at MCB Camp Pendleton, CA. NAICS 541512 and size standard $25M applies. The work includes non-personal technical, network engineering, and test and evaluation support services required by MCTSSA for the operation and sustainment of the MCNET laboratories. The services to be provided include but are not limited to: Marine Corps Command & Control Communications and Computer (C4) tactical network efficiency and optimization, Internet Protocol (IPv6) conformance, performance, interoperability, and security testing, Voice over Internet Protocol (VoIP) solution analysis, and network traffic collection and analysis. The contractor shall have experience with network engineering technologies, conduct of test and evaluation activities and support the operating forces both in garrison and deployed. Industry responses to this RFI may determine the Government's acquisition strategy. Capability statement shall explain in detail: (1) the contractor's specific and unique recent experience with managing projects as described above; (2) a reference list of related contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; (3) information related to the contractor's business size and socioeconomic status; (4) the GSA Federal Supply Schedule contract number if the contractor has a GSA contract citing the applicable labor mixes that are authorized under the referenced GSA contract or other available Government contact vehicle; (5) a statement as to the capability of providing experienced employees with the required security clearances. This synopsis is for information and planning purposes only, and it does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract.
