Description
NASA/GSFC intends to award a Bridge Contract for the Multidisciplinary Engineering and Technical Services (METSII) Indefinite Delivery Indefinite Quantity (IDIQ) Contract for the Applied Engineering and Technology Directorate (AETD) to ASRC on a Sole Source basis, due to the fact that the current METS II contract is meeting its ceiling much earlier than originally anticipated. The Bridge Contract would ensure continuing performance of mission-critical support currently provided through task orders issued under the METS II contract, until the competitive follow-on contract can be awarded. Awarding a Bridge contract to ASRC will avoid unnecessary duplication of effort as competition for a follow-on contract (METS III) is underway. ASRC as the current incumbent, is the only responsible source qualified to perform this requirement due to its current performance of tasks related to numerous complex NASA flight programs such as James Webb Space Telescope (JWST), Magnetosphere Multi-scale Mission (MMS), Global Precipitation Measurement (GPM), Geostationary Operational Environmental Satellites (GOES), ICESat II/Atlas, and Mars Atmosphere Volatile Evolution (MAVEN), which all have critical schedules that must be met. The estimated non-competitive value of this bridge contract is $176,280,800; however, there will be a provision in the contract to increase the maximum ordering value up by an additional 30%, for a total of $229,154,040, if necessary. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1)Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort, in writing, to the identified point of contact, not later than 4:00 p.m. local time on April 29, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
