- This is NOT A REQUEST FOR PROPOSAL. This is a request for information for planning purposes only. The U.S. Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) located in Glynco, Georgia is conducting market research for the following requirement: IT Web Based Assessments, Help Desk Support, and Supplies for the Leadership & International Capacity Building Division, FLETC, Glynco, Georgia. Market research is being conducted to determine the viability of combining the work requirements described herein. The purpose of this request is to gather information with regard to industry interest, capabilities, and qualifications of firms that qualify under the Small Business Programs outlined in Federal Acquisition Regulation (FAR) Subpart 19 and have the requisite experience and skills to support the contract as a prime contractor. Services include, but are not limited to: Success Insights Management Staff (DISC) online assessments, Help Desk Support, and Situational Leadership books and printed materials. The anticipated contract will be a single award, firm-fixed price contract with a base period of 12-months and four (4) 12-month option periods. The North American Industry Classification System Code (NAICS) is 519190 and the Small Business Standard is $25.5 million. All interested parties are invited to submit a capabilities statement to include three projects of a similar nature within the last five years that are relevant to the work that will be required under this project. Capabilities statements shall be limited to 3 pages (8 ½" X 11", single spaced) or less and provide information on the following: 1. Statement of interest in this requirement, include company information, cage#, and DUNS#. 2. Contact information to include name, e-mail, and phone number. 3. Synopsis of contractor capabilities, past performance, and experience information for contracts similar to the services listed. 4. Company size: Small; HubZone; 8(a); Small Disadvantaged; Woman-owned; Service Disabled Veteran (include all socio-economic areas for which your firm qualifies). Your capabilities statement shall be e-mailed to Gretchen Lovell, Contracting Officer, Federal Law Enforcement Training Center, at Gretchen.Lovell@fletc.dhs.gov. Responses are due April 19, 2013, 4:00p.m. ET. No telephone calls will be accepted. This synopsis is for information and planning purposes and is not to be construed as commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to the Sources Sought or Government use of any information provided. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this procurement.
