- Construction Project No. 656-13-225 SCIP, entitled 'Replace Hot Water Generators'. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. Additionally, all bidders must be CVE certified as shown on vetbiz. All bidders are be registered in www.sam.gov and https://orca.bpn.gov. The NAICS Code 238220, along with size standard $14.0 million applies. The procurement is entitled 'Replace Hot Water Generators' at the St. Cloud VA Health Care System, in St. Cloud Minnesota. The project will replace the steam-heated water storage tanks in Buildings 1, 9, 29, 48, 50. 51 & 59 and replace them with instantaneous water heaters. Contractor shall furnish all labor, materials, tools and equipment required for the complete removal and installation of domestic hot water generators as according to the drawings and specifications. Work and services required by this project shall include but not be limited to electrical, data networking, masonry, plumbing, carpentry and certain finishes. It shall be the responsibility of the contractor to coordinate all demolition and construction activities with VA personnel and according to the construction documents.. There are NO bid alternates. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until VA receives proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is 270 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $1,000,000.00 and $2,000,000.00. Liquidated damages will apply at the rate of $132.00 per calendar day beyond the completion date. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about April 29, 2013. A pre-bid meeting/walkthrough is scheduled for May 6, 2013 at 2:30PM CT in Building 3, Room 207C, attendance is not mandatory, but is strongly encouraged. Sealed bid opening is 2:00PM CT (local time) on May 30, 2013. Electronic and faxed bids will NOT be accepted. This project requires the bidders/contractors to secure bonding. Award is subject to the availability of funds.
