- Amendment 0001- This amendment is issued to clarify that all CLINs (annual, general, quarterly, and monthly inspection) excluding CMR and Repairs & Troubleshooting, the unit price, total price (amount), and total extended price (net amount) will contain identical amounts for the overall work required for that CLIN. In addition, provided answers from industry questions as followed: 1. We are looking at cost savings, is there a quote mark Scissor Lift quote mark available for our use. If not, depending on usage, tow one with the service person truck or have our Scissor Lift on site when we would need the unit. Answer: A scissor can be arranged for from the YPG service desk but this is not cost effective for the Government. The lift when arranged for requires that an YPG employee of that section must be the operator. There also is no guarantee that a lift can be made available when needed. Therefore, added the requirement to the PWS, the cost of scissor is included to the materiel cost. The contract can rent it from a local vendor in Yuma. The previous contractor rented one sometime when their one was not available. 2. How many cranes have tandem or dual hoist trolleys? Answer: There are five cranes with dual trolleys as the cranes list in PWS. 3. What are the unit serial numbers of the dual trolley cranes? Answer: 1. Ancor 25/5 ton s/n 40149 2. Kone 40/5 ton s/n 9250 3. Sierra 40/5 ton s/n M226C 4. NAI 40/5 ton s/n 153868 5. Sierra 10/5 ton s/n M226B 4. How high, to the top, is the highest crane at YPG? Answer: The highest crane is approximately 45 ft, one located outside of bldg# 2970. 5. Can the contract acquire admin space and shop repair space on site as a 3P (Public Private Partnership) effort to support rapid response time for critical operation cranes? Answer: There is no known office or shop space at this time. The Government had only one time the contractor take one crane component to their shop to repair; the Government has never provided any working space before; however, the Government might be a work bay available for a few days with an owning unit's approval. It cannot be official, so the answer is quote mark No. quote mark 6. Is YPG enrolled in the RAPID Gate program? Answer: YPG is a test facility that requires a top secret clearance in the majority of the areas that the cranes are located at and this requires that the crane repair technician/s are to be escorted at all times (refer C.1.2. of the PWS). The RAPID gate program would not apply at YPG. 7. Would the RAPID Gate access program be accepted by YPG in support of the PWS? Answer: No, the RAPID gate access would not be accepted (refer C.1.2. of the PWS). 8. I was under the impression that YPG requires two employees/contractors to perform any work, just like MSHA, but the PWS does not say anything about it. What does YPG like to see? One person or a team? Answer: It is the offeror's responsibility to determine how many people it will take to successfully complete the requirement. 9. The NET amount for each CLIN is the amount we would charge for an inspection. Is this amount for the total time it takes do complete an inspection, or an amount per hour. In the past it took time to get from the entrance to the actual crane; often an hour was lost. Answer: The NET amount covers everything for that particular inspection such as the total time it takes to complete as inspection. 10. On the first page of the solicitation is says: Offerors will provide the Unit Price, Total Price, and total extended price for all CLIN's except CLIN's 0005, 1005, 2005, 3005, and 4005. Offerors will propose a burdened fixed labor rate and a material handling fee in the description portion of each CLIN. Each CLIN's as a space for Unit price. Is this the hourly rate, or the rate for a job (annual inspection for example). Then there is a space under the Amount. What goes here? And then there is space by NET AMT. What amount goes here? Answer: For CLINs 0005, 1005, 2005, 3005, and 4005, offerors shall quote inside each CLIN below the underlined title Labor Category and Burdened Fixed Rate per Hour to include a percentage for materials handling fee. Offerors shall not provide a unit price, total price (amount), and total extended price (net amount) under these particular CLINs. These CLINs cover major and minor repairs to include troubleshooting of the cranes refer to C.1.2.4 of the PWS. Task orders under the above CLINs will be negotiated prior to issuance. For all other CLINs (annual, general, quarterly, and monthly inspection) excluding CMR, the unit price, total price (amount), and total extended price (net amount) will contain identical amounts. The amounts will cover all work required under that CLIN in reference to the PWS. 11. Can I just email a spreadsheet in that looks like this? Answer: Offerors shall use the CLIN Structure (Attachment 1) to provide a quote. 12. As a small business contractor, will the contractor be obligated to provide all fringe benefits as outlined in the wage determination attachment for all employees? Answer: Yes. 13. How do we submit our quote? Enter all the data to the sheets and mail them to you/or scan and email. Or is a spreadsheet for all itmes/clin's good enough? Answer: Offerors shall use the CLIN Structure (Attachment 1) to provide a quote. Offerors may submit quotes via email or mail. 14. On each CLIN there is a Unit price, an Amount and a Net Total; in case of the Annual is the unit Price for 1 inspection, the Amount the amount for 61 inspections and the Net Amount a discount of the total inspections? Answer: Refer to question/answer in 3 above. 15. What do we fill in for the repair? Unit price per hour, Amount the same number and Net Amount a discount? Answer: Refer to question/answer in 3 above. 16. For the CMR what goes there? Answer: The Contract Manpower Reporting (CMR) CLINs involves a price for the time it takes to input labor hours conducted under this requirement into the CMR system. Reporting is required for two periods on each CLIN.
