Seattle-Tacoma Drifter Storage and Ship Visits Questionnaire- Required document Wage Determination King County Seattle Washington FAR 52.204-99 (DEVIATION) SAM registration-Vendor must be registered in SAM in order for a contract to be created Statement of Work FY13 funding Debt and Felony Vendor Acknowledgement Form- Required document This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued Solicitation number NRMAD000-13-00843 is issued as a request for quotation (RFQ). The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Atlantic Oceanographic and Meteorological Laboratory (AOML), Virginia Key, FL. is seeking a vendor capable of receiving, storing, transporting and loading drifting buoys to vessels at nearby ports in the Seattle, WA area (within a 75 mile radius). This solicitation is set-aside 100% for small businesses. The North American Industry Classification System Code (NAICS) is 488320. Applicable small business size standard is $35.5 million. Product Service code L020 The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The provisions and Commerce Acquisition Regulations (CAR) clauses may be downloaded at http://www.ecfr.gov. Question regarding the work required should be addressed to Shaun Dolk Phone: (305)-361-4546 Email: Shaun.Dolk@noaa.gov Any questions regarding the content of the Solicitation and the package requirements should be addressed to Shawana.Roach@noaa.gov no later than April 24, 2013 11:00am Atlantic Oceanographic and Meteorological Laboratory Statement of Work Seattle/Tacoma Drifter Storage and Ship Visits Version 1.3 April 16, 2013 Background The National Oceanic and Atmospheric Administrations (NOAA) Atlantic Oceanographic and Meteorological Laboratory (AOML) is home to the Global Drifter Program (GDP), which is the principle component of the Global Surface Drifting Buoy Array, a branch of NOAA's Global Ocean Observing System (GOOS) and a scientific project of the Data Buoy Cooperation Panel (DBCP). Its objectives are to: 1. Maintain a global 5x5 degree array of 1250 satellite-tracked surface drifting buoys to meet the need for an accurate and globally dense set of in-situ observations of mixed layer currents, sea surface temperature, atmospheric pressure, winds and salinity, and 2. Provide a data processing system for scientific use of these data. These data support short-term (seasonal to inter-annual) climate predictions as well as climate research and monitoring. In order to meet these objectives, the GDP collaborates with partners around the world and relies on research vessels, container vessels, and other ships of opportunity to conduct drifter deployments in the world's oceans. To facilitate such deployments, regional centers are needed to store drifters and load visiting vessels. Objectives NOAA/AOML is seeking a Vendor capable of receiving, storing, transporting and loading drifting buoys to vessels at nearby ports in the Seattle, WA area (within a 75 mile radius). Scope Working with NOAA's GDP, the contractor must acquire/visit vessels transiting the North Pacific (north of 30 degrees) for targeted drifter deployments. In doing so, the contractor must assist in seeding the global array of drifting buoys. Tasks Requirements of the contractor include: •The contractor must receive shipments of drifting buoys at NOAA's Pacific Marine Environmental Laboratory (PMEL), located at 7600 Sand Point Way NE, Seattle, WA 98115. oThe contractor must have a current National Agency Check with Inquires (NACI) background check and/or Government Security Clearance and valid a Common Access Card (CAC). Vendor must obtain required PMEL security documentation in order to enter the PMEL facilities. •The contractor must identify a minimum of four (4) vessels per month that are operating in nearby ports and coordinate drifter loading dates/times with ship personnel. oThe contractor must have a Transportation Worker Identification Card (TWIC) and the necessary port access requirements to enter nearby ports. The contractor should have a general understanding of container vessel operations and procedures. oLoading vessels requires the contractor to travel from PMEL to the port, transporting drifting buoys. Each drifting buoy weighs approximately 45lbs. and measures 24" x 24" x 20". The contractor must be able to carry drifters up the gangway. oThe contractor is required to teach proper drifter deployment techniques and be able to answer all questions about the GDP. •The contractor must communicate with ship personnel during the vessels transit across the Pacific Ocean to determine proper drifter deployment locations are executed. oThe contractor must have access to real-time vessel tracking software. •Upon receiving drifter deployment confirmation, the contractor must communicate deployment information with the GDP. •The contractor must maintain an accurate drifter inventory at NOAA's PMEL and communicate drifter needs with the GDP, for future deployment opportunities. Security The contractor must have a current NACI background check and/or Government Security Clearance, a current and valid CAC. Vendor will need to obtain a PMEL issued ID badge and vehicle registration in order to access PMEL. Additionally, the contractor must have current TWIC and port access documentation to enter nearby ports of loading. Travel Travel from the PMEL warehouse to nearby ports is required. Government Furnished Equipment The government is responsible for purchasing and delivering drifters to PMEL, however, the vendor will be responsible for communicating drifter needs with the GDP so deliveries can be scheduled. The vendor will be responsible for maintaining an accurate inventory at NOAA's PMEL. Deliverable schedule •The contractor is required to load ships and receive shipments of drifters as often as necessary to maintain adequate spatial coverage of drifting buoys within the global array. •Contractor must provide GDP with an accurate and complete Deployment Report upon receiving drifter deployment confirmation •Monthly- Identify a minimum of four (4) vessels per month that are operating in nearby ports and coordinate drifter loading •Upon request supply GDP with inventory information Place of Performance Ports of call within a 75 mile radius of the Seattle/Tacoma area and the PMEL warehouse located at 7600 Sand Point Way NE, Seattle, WA 98115.
