- The Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit on an unrestricted, full and open, competitive basis for the procurement of fabrication, shipment, and installation of a VLBI2010-style radio antenna at Kokee Park Geophysical Observatory (KPGO), Kauai, Hawaii in support of the United States Naval Observatory (USNO), Washington, DC. The U.S. Naval Observatory (USNO) utilizes radio telescope data obtained by observing distant astronomical sources for both determination of Earth orientation parameters (EOP) and for maintenance of the Celestial Reference Frame (CRF). Such observations are made by combining data from two or more widely separated radio telescopes with a technique known as Very Long Baseline Interferometry (VLBI). The VLBI2010 radio antenna has precise technical specifications necessary to achieve the desired observational data quality. The Navy intends to solicit for a Firm Fixed Price type contract. Offerors shall be required to submit both price and technical proposals. The solicitation will be evaluated on a Lowest Price, Technically Acceptable basis. Based upon market research, the Government is not using the policies contain in FAR Part 12, Acquisition of Commercial items, in its solicitation for the described supplies. Upon its issuance, Solicitation N00189-13-R-Z049 will be made electronically available at the following internet address: https://www.neco.navy.mil. Interested parties are responsible for monitoring the abovementioned website for posting of the solicitation and any amendments issued thereto. The applicable North American industry Classification System (NAICS) code and size standard for this acquisition are 334220 and 750 employees, respectively. All responsible sources may submit a quote which will be considered by the Government. The closing date of the Request For Proposals (RFP) will be established in the RFP.
