Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is NOT a solicitation for proposals, proposal abstracts, bids, or quotations. At this time, NO PROJECT PLANS OR SPECIFICATIONS ARE AVAILABLE. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to the information requested will assist the Government in determining the appropriate acquisition method. The Point Reyes Major Acquisition Buying Office in the Pacific West Region of the National Park Service is conducting market research to understand the numbers and types of contractors who have the capability and are interested in performing fuels management work at Channel Islands National Park, primarily piling and disposal of already downed and decked Eucalyptus logs and slash. The U.S. Department of Interior, National Park Service is contemplating the issuance of a Request for Proposal (RFP) for fuels treatment work, tree thinning, and piling and disposal of Eucalyptus logs and slash located in the lower Canada del Puerto canyon, located approximately 1 mile from the Prisoners Harbor pier on the north side of Santa Cruz Island, Channel Islands National Park, Ventura, California. THE SPECIFIC WORK ACTIVITIES MAY INVOLVE MECHANICALLY THINNING 13 ACRES AND INCINERATING APPROXIMATELY 900 ALREADY DOWNED AND DECKED MATURE EUCALYPTUS TREES. Already downed woody material would be piled into decks and incinerated in an air curtain burner (see Image 1)*. Woody material is estimated to be from 30-60% cover and slope is under 30%. Existing log decks and slash would be incinerated in an air curtain burner (see Image 2)*. Material is on an accessible road. Existing log decks are composed of slash and eucalyptus logs cut to 20 lengths averaging 13 inches DBH. Eight trees were 4-6 feet DBH. Capable contractors must be able to provide heavy equipment, AIR CURTAIN BURNER, fuel in metal totes, work crew, mainland logistical support, on-island meals for their crews, fire prevention measures, and safety plan. The Government will provide limited transportation for the crew and equipment to and from the island, on-island housing, and loan of park radio for communications. On-island housing includes 2-6 bunk beds per room, full kitchen and dining space, toilet and shower with hot and cold running water. The deck space on the landing craft used to transport heavy equipment to the island is 14 x 42 and carries 110,000 pounds. The island is remote and communication is limited. Wireless internet is available, but cell phone reception is spotty to non-existent depending on the service provider. The selection criteria may involve a number of items including but not limited to experience, tools used, methods, and key personnel. The contractor/service provider shall provide qualified labor, materials, equipment, transportation (other than what the NPS will provide), and supervision necessary to complete the project.
