- ELINS Environmental Services ELINS Grounds Maintenance ELINS Refuse Collection Services ELINS Pest Control ELINS Janitorial Services ELINS Facility Investment Services Request for Proposal(PWS) Solicitation PROJECT INFORMATION: This office will issue a solicitation for a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a base period of one year with 4 one year option periods. The intention of this solicitation is to obtain BOS (Base Operation Support) services in the form of Janitorial, Pest Control, Refuse, Grounds and the largest effort Facility Investment. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined below and described in this Performance Work Statement (PWS) at the following locations in Puerto Rico: SITES AND ADDRESSES: RQ550 Puerto Nuevo Army Reserve -- 498 and 500 Baleares St, Puerto Nuevo RQ627 Army Reserve Center CPL Juan G. Rosario-509 Victoria Avenue, Aguadilla RQ727 Caguas Army Reserve Center-Pino Villaturabo Development St., Caguas RQ740 Fort Buchanan Army Reserve Center-Building 653, Fort Buchanan RQ74A Ceiba Army Reserve Center-Barnes Rd., Naval Station Roosevelt Roads, Ceiba RQ777 Ponce Army Reserve Center-1950 Ponce BYP, Ponce RQ810 Ramey Army Reserve Center-Old Ramey Air Force Base, Cliff Road, Aguadilla RQ827 Salinas Army Reserve Center-- #1 Front Gulf Sta., Salinas RQ835 Yauco Army Reserve Center-Road No. 127, Yauco MAGNITUDE OF WORK: $5,000,000 TO $10,000,000 over the entire 5-years performance period. This acquisition is 100% Total Small Business. The NASIC Code is 561210 with a Size Standard of $35.5M. The Contractor must be register in DOD Central contractor Registration (CCR) prior to award of this solicitation. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMs or hardcopy documents will be distributed. Bidders must be registered in the CCR and at the Federal Business Opportunity Homepage (www.fbo.gov) in order to view or download the solicitation documents. It is the responsibility of bidders to monitor the website for notices and amendments. All questions shall be submitted in writing on or before 27 April 2013. This solicitation will be posted on or about 8 April 2013 with bids due 9 May 2013 at 2:00 pm EST. It is highly suggested that prospective offerors attend the site visit, to allow them the best opportunity to fully understand the scope of this project. A site visit is planned for 16 April 2013 at the Puerto Nuevo Army Reserve Center. Further point of contact and location information will be provided no later than the date of solicitation release. Site Visited Detail: The site visit originally planned for 16 April 2013 is being rescheduled FOR 10:00 A.M. LOCAL TIME, TUESDAY 23 APRIL 2013 AT CPT EURIPIDES RUBIO, JR. USARC, PUERTO NUEVO. The final solicitation and technical documents should be posted on or about 12 April 2013. Estimated proposal due date is currently 11 May 2013. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. Failure to do so shall not relieve the Offeror from its responsibility to properly estimate the complexity and cost of successfully performing the work. In no event shall failure to inspect the site constitute grounds for a claim after contract award. An organized site visit has been scheduled as indicated below.
