- The U.S. Army will hold an Industry Day on June 25, 2013 at Aberdeen Proving Ground (APG), Md. The goal of the event is to keep the industrial base informed of upcoming requirements to support the Network Integration Evaluation 14.2 to be held in May 2014. The Industry Day will outline NIE participation opportunities and overview the NIE 14.2 Sources Sought notification, of which the government will release in early June. The Sources Sought will solicit industry participation in NIE 14.2. The Industry Day is open to both U.S and foreign vendors and government representatives. This notice is being released in advance to allow time for foreign vendors to submit necessary visit request. Foreign vendors will need to complete 3 visit requests prior to May 18, 2013 for admission to the June 25, 2013 NIE 14.2 Industry Day. Detailed foreign vendor information procedures are also outlined below. Industry Day presentations will review candidate evaluation methods, lessons learned from past NIEs, and laboratory assets that are available to conduct candidate assessments. Additionally, an overview of NIE 14.2 Sources Sought capability gaps will be presented. The Headquarters Department of the Army (HQDA) has identified the following draft NIE 14.2 Objectives (the final list will be released in the June Sources Sought, this list is draft and to be used for planning purposes only): - Assess Joint Force network capabilities while conducting entry operations in order to inform Mission Partner Environment (MPE) conceptual development. - Continue to develop architectures, concepts and capabilities to improve unified land operations through the use of the aerial layer and network enabled integration of Army (ground and air). - Validate the network's ability to meet Fires' messaging requirements under a full and operationally realistic network load. - Develop Home Station capabilities, including the integration interoperability of capability sets, installation networks, while developing/improving training and supporting resources. - Integrate Capability Set configuration items in the Armored Brigade Combat Team. - Develop capabilities to deliver, collect and process integrated, multi-source intelligence and relevant ISR to the edge as part of the Service and joint environment. - Evaluate solutions to enhance the command post to increase operational agility while decreasing complexity and cost; to include solutions that reduce energy requirements and promote sustainable practices. - Continue to refine the Network Mission Area (Enterprise Capabilities, NETOPS, Quality of Service, Convergence, Unit Task Reorganization (UTR), dismounted, and Beyond Line of Site (BLOS)). - Assess cyber security capabilities and establish doctrinal practices that optimize Network and Operational Security (Protect, Detect, React and Restore) Expected gaps that the 14.2 NIE Sources Sought notice may address could include (the final list will be released in the June Sources Sought, this list is draft and to be used for planning purposes only): - Forcible Entry Mission Command - Brigade/Battalion Command Post (CP) Mobility and Scalability - Aerial Layer Network Extension - Transport Convergence - Continue to Develop Home Station Capabilities - Host Based Security System (HBSS) - Beyond Line of Sight (BLOS) Communications - Enterprise Network Capabilities (eMail) - Expeditionary Signal Brigade (ESB) Tropospheric Scatter Solution - Network Intrusion Prevention System (NIPS) - Evaluate Contingency Communications Equipment (CCE) material solution - Intelligence Enterprise (IE) - Armored Brigade Combat Team (ABCT), Combined Arms Battalion (CAB), Mobile Command Post - Cellular - Air Support Operations Centers (ASOC) Integration at Division: Organization, Tactics Techniques and Procedures (TTPs), Equipment & Networking - Personnel Recovery Data Integration with Command Post of the Future (CPOF) and Joint Battle Command - Platform (JBC-P) - Adaptive Capability to Exchange Data Between Multiple Network Operations (NetOps) Management Systems - Integrated Trouble Ticketing - Electromagnetic Spectrum Operation - Intelligence, Surveillance, and Reconnaissance (ISR) Synchronization - Collection - Condition Based Maintenance + - Integrated Network Access Control (NAC) - Unified Communications Capability - Sense and Respond Logistics - Processing, Exploitation and Dissemination (PED) - Operational Energy Solutions The event will also discuss NIE 14.2 timelines, event status and integration information and have a break out session for foreign vendors. Questions will be permitted regarding NIE methodology, processes in regards to the Sources Sought notice. An optional short tour of APG laboratories that support industry candidate assessments, integration and validation prior to the candidates being sent to the NIE area of operations will take place at the conclusion of the briefings. Please RSVP in the online registration form below if you plan to attend this lab tour. Following the conclusion of the briefs and tours, bus transportation will be provided back to the offsite parking location. REGISTRATION DETAILS: The NIE 14.2 Industry Day is open to all U.S. and foreign members of the supply chain who submit the proper visit requests. U.S. vendors and government officials are required to submit visit requests through the JPAS system. Foreign vendors and citizens must complete visit request through their embassy as outlined below. Additionally for admittance to the SUE TIM (a step in the NIE planning process) foreign vendors and citizens must complete the additional embassy request outlined at the close of this announcement. If a foreign vendor is planning on submitting a proposal in the 14.2 NIE, their SUE TIM visit request must be received by due date in this announcement for planning purposes only. All registrations and JPAS for U.S. vendors must be received NO LATER THAN (NLT) June 17, 2013. Registration for U.S. vendors will be closed on June 17, 2013. You will receive a note of confirmation on June 4, 2013 with additional schedule and location details. All foreign vendor and citizen embassy requests must be received NO LATER THAN (NLT) May 18, 2013. You are also required to fill in the NIE 14.2 Industry Day registration form below and submit to the point of contact NLT May 18, 2013. There is no attendance fee, but please bring $15 (exact change please) for lunch and beverage costs. Lunch will be provided to you at the mid-day break. The dress code is business.
