- THIS IS A REQUEST FOR INFORMATION ONLY. This announcement constitutes a Source Sought Synopsis. This is not a Request for Proposal and will be used to identify Small Business firms for the purpose of determining how the solicitation will be advertised. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The US Army Corps of Engineers, Jacksonville District is hereby soliciting information about potential sources from Small Business concerns interested and capable of providing technical and program management services for the Jacksonville District areas of responsibility within the state of Florida in support of invasive plant management. The work will include control of terrestrial and aquatic vegetation as well as removal of snags, debris and tussock material. The primary area of operations is Lake Okeechobee, the Okeechobee Waterway and associated tributaries. The contractor must be able to plan, schedule, an execute a large invasive plant management program in environmentally sensitive areas under the scrutiny of the public, environmental groups, various interest groups, and state and federal agencies. The contractor will provide management and control operations for the Lake Okeechobee and Okeechobee Waterway Aquatic Plant Management Program. The contractor will manage the program and provide all supervision, labor, equipment, tools, materials, permits and any other resources necessary for controlling and treating invasive aquatic and terrestrial vegetation, tussock removal/control, and snagging operations. The program focus is to maintain floating aquatic plant populations of water hyacinth and water lettuce at a maintenance control level. Control of native species and hydrilla are of secondary importance to the overall program and will only be treated or removed when threatening navigation or water control structures. Acreage of floating plants controlled on a yearly basis ranges from 7,000 to 12,000 acres per year. Personnel conducting control activities shall maintain a certified applicator's license from the Florida Department of Agriculture and Consumer Services in the appropriate category for which work is being conducted. Control methods such as chemical treatment (via airboat, ATV, brush truck, jon boat, helicopter, etc.) and mechanical removal (via mechanical harvesters, barges, cranes, front-end loaders, trackhoes, etc.) may be utilized in the performance of work. Tussock material will be removed and/or controlled when threatening navigation and water control structures. Invasive tree and terrestrial plant species will also be treated and/or removed as determined by the Contracting Officer. The control of invasive tree species may include, but is not limited to Melaleuca, Brazilian Pepper and Australian pine. Terrestrial plant species including but not limited to Cogon grass and Napier grass may also be treated along ditch and canal banks, the Herbert Hoover Dike and other associated structures. Snagging operations will also be conducted as directed by the Contracting Officer. The contractor will also, as directed by the Contracting Officer, complete treatment of aquatic and terrestrial vegetation, control/remove tussock material and complete snagging operations in other areas as previously mentioned. Please provide a Statement of Capability (SOC) stating your skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief description of your company's capabilities in relation to the work listed above. Contractors should provide brief references of jobs they have performed that are similar size and scope. If we do not receive an adequate number of qualified respondents (i.e., two or more responsible firms), the solicitation shall be issued on an unrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project. REMEMBER: DO NOT REGISTER AS A PLAN HOLDER AT THIS TIME. THE FINAL PLANS AND SPECIFICATIONS WILL CARRY A DIFFERENT IDENTIFICATION NUMBER AND REGISTRATION WILL BE REQUIRED AT THAT TIME. Receipt of potential offerors SOC shall be no later than fifteen (15) calendar days from the date of this notice by 4:00 pm. The submission of this information is for planning purposes only. The Jacksonville District Corps of Engineers does not intend to award a contract on the basis of this Request for Information nor otherwise pay for the information solicited. DO NOT SUBMIT PROPRIETARY AND/OR BUSINESS CONFIDENTIAL DATA. In order to receive notification of any changes to this request for information, interested vendors must REGISTER TO RECEIVE NOTIFICATION on the Federal Business Opportunities website at http://www.fedbizopps.gov/. If you are not registered, the Government is not responsible with providing you with notification of any changes to this notice. Firms must be registered in the SAM database in order to be eligible to receive an award from any solicitation. Information on SAM registration and annual confirmation requirements may be obtained via the Internet at http://www.sam.gov. Prospective contractors must be registered in the Department of Defense SAM database prior to award of a contract. Lack of registration in the SAM database will make an offeror ineligible for award. All responsible sources may submit information which will be considered. The NAICS Code is 561990 (All Other Support Services) and the Small Business size standard is $10,000,000.00.
