Description
The purpose of this posting is to provide clarifications regarding the price quote: If an Offeror's GSA Schedule does not align with the BPA's period of performance, the Offeror has two options. The Offeror may choose to construct its pricing in accordance with the "multiple rates example" found under the second tab of the pricing schedule (Attachment 1 of the RFQ) and as explained in response #4 of the questions log (see "response to formal RFQ questions" attachment of the FedBizOpps posting from April 2, 2013). Or the Offeror may choose to offer only one of the rates for the period of performance of the BPA. For example, the base period of the BPA is anticipated to run from July 1, 2013 through June 30, 2013. If the Offeror's GSA contract has a performance that ends on September 30, 2013, instead of providing different rates for July 1, 2013 through September 30, 2013 and October 1, 2013 through June 30, 2014, the Offeror may propose its July 1 - September 30 rates for the whole base period (i.e., propose only one rate for July 1, 2013 through June 30, 2014). If this option is chosen, the Offeror should provide an explanation of its pricing methodology in its Executive Summary/Pricing Narrative in Tab A of Volume 2. Additionally, if an Offeror's GSA Schedule expires before the expiration of the BPA, the Offeror should price the out-years based on the current escalation of its GSA Schedule. The Offeror should also provide an explanation of this in its Executive Summary/Pricing Narrative in Tab A of Volume 2. Note: should the Offeror's follow-on GSA Schedule contract incorporate lower rates than those quoted for this effort, the Government reserves the right to negotiate the rates of any effected options.
