Description
******The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a Limited Sole Source basis with GETAC, Inc. of Irvine CA and The ProCustom Group (dba Mid Atlantic Computer Services, Inc.) of Finksburg, MD for the modification of twenty-four (24) GETAC A790 laptops. The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 8.405-6 (b). The Government does not own the data rights. A competetitive drawing package for this effort is not available.. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice. The Point of Contact is Ms. Sarah Lowell, sarah.lowell@navy.mil, Code 2.5.2.2.3SL, (732) 323-1830.******* (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The solicitation number N68335-12-T-0161 is listed as a competitive request for quotation (RFQ) as NAWCAD Lakehurst intends to acquire twenty-four (24) GETAC A790 Laptop Ethernet Modifications for the MQ-8C Fire Scout Aircraft. This procurement is 100% set aside for small business certified companies. (iii) The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-43. (v) Contract Line Item Numbers (CLIN) are as follows. Provide separate pricing for each CLIN as listed below: CLIN 0001 STATEMENT OF WORK FOR MODIFICATION OF FIRE SCOUT MAINTENANCE PORTABLE ELECTRONIC DISPLAY DEVICE GETAC A790 COMPUTER 1 SCOPE This Statement of Work (SOW) identifies the specific tasks to be performed by the contractor for the modification of a Fire Scout Maintenance Portable Electronic Display Device (MPEDD). The contractor shall modify Getac A790 laptop computers as described herein. In addition to modified hardware, the contractor shall provide documentation showing compliance with MIL-STD-461E. 1.1 APPLICABLE DOCUMENTS • MIL-STD-461E, "Requirements for the Control of Electromagnetic Interference Characteristics of Subsystems and Equipment" • MIL-STD-810G, "Environmental Engineering Considerations and Laboratory Tests" In the event of a conflict between the text of this SOW and the references cited within, the text of this SOW shall take precedence. Nothing in this document, however, shall supersede applicable laws and regulations unless exemption has been obtained. 2 GOVERNMENT FURNISHED EQUIPMENT The government (NAVAIR) shall provide twenty-four (24) Getac A790 laptop computers, twenty-four (24) AC-to-DC power adapters, and twenty-four (24) DC-to-DC power adapters to the contractor as Government Furnished Equipment (GFE). The laptop computers and power adapters provided as GFE will be modified in accordance with this SOW. 3 REQUIREMENTS 3.1 DETAILED TASKS The following modifications shall be made to the Getac A790 computers without compromising the Electromagnetic Interference (EMI) and environmental engineering characteristics of the A790s: a) The RJ-45/Ethernet port shall be removed from the back of the GETAC A790 laptops by de-soldering it from the motherboard. The opening in the case where the RJ-45 port was shall be covered and sealed so as to protect from environmental conditions and EMI. A Mil-Spec circular connector, P/N MS 27508E10B5P, with dust cap shall be installed to the X-bay on the left side of the laptop and electrically connected to provide Ethernet connectivity. The X-bay (also known as Bay 2) is the bay nearest the screen hinge on the left side of the computer. b) A MIL-DTL-38999 receptacle shall be installed on the X-bay door adjacent to the Ethernet port installed above. The receptacle shall be connected internally to the A790 input power circuitry. The opening in the case where the commercial power input port was shall be covered and sealed so as to protect from environmental conditions and EMI. a. Power connector shall have a different physical size and key/pin orientation to prevent incorrect connection of power cable to Ethernet receptacle and vice versa. c) The existing AC power adapter shall be modified with a MIL-DTL-38999 mating plug on the A790-side of the adapter. d) The existing DC power adapter shall be modified with a MIL-DTL-38999 mating plug on the A790-side of the adapter. e) A small bead of ASI 306 Electronic Grade Self-Leveling Silicone Sealant/Adhesive shall be applied between the touch screen and frame bezel. f) All screws around the touch screen shall be replaced with Type 304 stainless steel screws. Loctite 242 shall be used on each of the screws. g) All screws exposed with the screen in the open position shall be replaced with Type 304 stainless steel screws. Loctite 242 shall be used on each of the screws. h) The external handles on Battery and Hard Drive shall be removed. Provide pricing for the unit price / each: $ Provide pricing for the total quantity of 24: $ (vi) Only new original equipment manufacturer (OEM) items may be offered. Reconditioned or used items will not be accepted. (vii) All items shall be preserved, packaged, packed, and marked in accordance with best commercial practices. Delivery of CLIN 0001 35 Days ADC. Early deliveries are acceptable. Units are to be shipped FOB destination to the following address: Naval Air Warefare Center - AD ATTN: Robert Wagensommer Hwy. 547 Bldg. 149T, Room 101 Lakehurst, NJ 08733 (viii) Offerors must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) FAR 52-212-2, Evaluation - Commercial Items is incorporated by reference. Addendum to FAR 52.212-2 Para (a) Award will be made to the responsible offeror whose quotation is lowest in price and in full compliance with all requirements set forth in this solicitation. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items and DFARS 252.212.7000 Offeror Representations and Certifications - Commercial Items (Nov 1995) with its offer. (xi) FAR 52.212-4, Contract Terms and Conditions - Commercial Items is incorporated by reference. The resulting contract will be firm fixed price (FFP). In addition to the above, the following DFARS clauses apply to this acquisition: 252.211-7003, Item Valuation and Identification and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items which includes the following clauses: 252.225-7001, Buy American Act and Balance of Payments Program, 252.225-7021, Trade Agreements, 252.232-7003, Electronic Submission of Payment Requests, and 252.247-7024, Notification of Transportation of Supplies by Sea. (xiii) Additional requirements. Warranty: The offeror shall provide a commercial warranty of at least one year.
