Solicitation Number: VA101-12-RP-0140 Notice Type: Presolicitation Amendment #4 Synopsis: Please note, this is an update to the original pre-solicitation issued on July 18, 2012 The Department of Veterans Affairs (VA), Office of Construction and Facilities Management, Western Regional Contracting Office, Mare Island, CA is seeking general construction contractors for construction associated with the VA Palo Alto Health Care System, Palo Alto, California, Project 640-424D, Radiology Consolidation / Parking Structure 2 / Major Roads and Utilities located at 3801 Miranda Avenue, Palo Alto, CA 94304. This procurement provides for all construction services including labor, materials, transportation, supervision and equipment necessary for the construction of: a two-story (basement and ground floor), approximately 34,000 GSF (new) and 13,000 GSF (renovation) Radiology Wing Addition to Bldg 100; a 5-story, approximately 265,000 GSF, cast-in-place Parking Structure; and utilities and loop road realignment that includes utility tunnels, a cogeneration plant, and a thermal energy storage (TES) tank. Demolition, site preparation, and landscaping work also included. The estimated cost range for this project is over $100,000,000. The applicable North American Industry Classification System (NAICS) is 236220. In order to mitigate adverse effects to the small business community, prospective large prime contractors will be required to submit a small business subcontracting plan as part of their proposals. The ability to meet and exceed small business goals will be incorporated into the source selection criteria and weighted at a high level of importance. The subcontracting goal for small business is 32%. The following goals apply: 7% to Service Disabled Veteran-Owned Businesses, 10% to Veteran-Owned Small Businesses, 3% to certified HUBZone, 5% to Women Owned Businesses, and 5% to Small Disadvantaged Businesses. Pursuant to FAR Part 6, the following sole source systems/items will be required under the solicitations. Construction contractors must download all solicitation (plans & specifications) documents at www.fbo.gov. Contractors must be registered in the Central Contractor Registration (CCR) database at http://ccr.gov prior to award and must have a DUNS number by registering for the Register to Receive Notification list at http://www.fbo.gov. Contractors will be notified by e-mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Contractors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. Check www.fbo.gov for all amendments BEFORE you deliver/send your proposal to the designated person, place, date and time. A Pre-Proposal Conference and a Small Business Workshop are scheduled for on or about May 22, 2013 at 1:00PM PDT near the Palo Alto VA Medical Center Campus. All prospective bidders, consultants, subcontractors, equipment and material suppliers, are invited. There will be a site walk following the Conference and workshop. Transportation to the site will be provided via shuttle as parking is limited on the Medical Center Campus. Note: check www.fbo.gov for updates/changes on the Pre-proposal Conference, if any. A Project Labor Agreement (PLA) does not apply to this project. There will be no public bid opening. All offerors must ensure that their firms have the ability to provide a Bid Bond as well as both 100% Performance and Payment Bonds. The proposals will be evaluated and award made utilizing the Best Value Continuum Tradeoff process method per FAR Part 15. The contract will be awarded subject to availability of funds. Offerors are advised that award may be made without discussion.
