- Description
- The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue an Indefinite Delivery Indefinite Quantity (IDIQ) contract, with a base and four, one-year option periods with fixed price and cost-reimbursable pricing to The Boeing Company (Boeing), P.O. Box 3707, 7755 East Marginal Way, Seattle, WA 98124-2499, on an other than full and open competition basis. This contract will provide for P-8A engineering analysis and logistics support associated with airframe and engines. Specific requirements include those tasks required for unscheduled inspection, Aircraft on Ground (AoG) engineering assessment and field repair; CFM56-7B27 A/3 and -7B27 A/E engine removal and replacement (R&R), unscheduled engine and/or engine component repair, and unscheduled airframe depot repair. The period of performance of this effort is 5 years (including options) after contract award (currently estimated to be December 2013). A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, 'Only One Responsible Source and No Other Type of Supplies or Services Will Satisfy Agency Requirements.' Boeing is the sole designer, developer, and manufacturer of the Boeing P-8A airframe, as well as the sole integrator of the avionics systems, and therefore is the only contractor with the requisite knowledge, experience, expertise and proprietary technical data that can meet the Government's requirements.
