Description
This is a Pre-Solicitation/Notice of Intent Synopsis for a sole source noncompetitive award to Cleveland Clinic, Cleveland, Ohio for the preparation of ADMA/Arg panel; MPO-A Sandwich Immunoassay; and F2-Isoprostane-A samples. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the Section of Inflammation and Cariodmetabolic Diseases intends to negotiate and award a purchase order on a sole source noncompetitive basis for the preparation of ADMA/Arg panel; MPO-A Sandwich Immunoassay; and F2-Isoprostane-A samples to Cleveland Clinic. The Section of Inflammation and Cardiometabolic Diseases' main focus is on studying the connection between psoriasis and heart disease. As part of this research the lab takes psoriasis patient samples and correlates them to risk factors for heart disease. In order to facilitate this, the Section of Inflammation and Cardiometabolic Diseases needs a contractor to provide sample data that cannot be acquired within the National Institutes of Health. The contractor will independently analyze blood plasma and urine samples provided by NIH/NHLBI to satisfy the objective of the study "Evaluation of Oxidative Stress and Metabolites Associated with Coronary Artery Disease in Psoriasis", within the Section of Inflammation and Cardiometabolic Diseases. The primary objective of the study is to determine the presence of oxidative stress and metabolite production in psoriasis, an inflammatory human state. The contractor will accept plasma samples of 500uL and spun urine in 1mL aliquots from NIH/NHLBI. In a batch fashion the contractor must: 1. Run assays in: a. ADMA/Arg panel - Stable isotope dilution LC/MS/MS based assay that measures ADMA, SDMA, Arg, Ornithine, Citrulline, MMA, (provide 200 samples)(; b. MPO-A sandwich immunoassay (ELISA) performed using the FDA cleared CardioMPO kit, for the quantification of MPO in plasma, (provide 200 samples); and c. F2-Isoprostane-A stable isotope dilution LC/MS/MS based assay quantifying F2Isoprostanes in urine. Results are reported as a ratio relative to spot urine creatinine concentration to account for urinary dilution, (provide 50 samples). 2. Provide data on blood and urine samples The period of performance will be from date of award through December 31, 2013. The basis for the sole source determination is based upon the fact that: Cleveland Clinic is the sole source who can provide all three samples. Market research was performed by contacting other contractors who prepare these types of samples. Market research showed that the ADMA/Arg panel can be performed in a global metabolomic platform, however, this assay requires 250uL plasma which market research demonstrated other laboratories could not measure the MPO assay. The MPO assay can be performed by other laboratories, however, they could provide the MPO assay but not the other samples of needed for this requirement. The urinary F2 isoprostanes can be measured in other laboratories, however, the other two samples could not be performed. Therefore, market research identified the Preventive Lab at the Cleveland Clinic Foundation as the contractor who can run the ADMA/Arg panel and MPO assay in 500uL of plasma, as well as the urinary isoprostanes in a single experiment. This acquisition is conducted under the authority of 41 U.S.C. 253(c) as set forth under FAR Part 13.106-1 (b) (1), Soliciting from a single source not exceeding the simplified acquisition threshold, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Classification System (NAICS) code applicable to this requirement is 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology with a size standard of 500 employees. This Pre-Solicitation/Notice of Intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being request and a written solicitation will not be issued. The determination by the Government to award a contract on a sole source noncompetitive basis for the preparation of ADMA/Arg panel; MPO-A Sandwich Immunoassay; and F2-Isoprostane-A samples to Cleveland Clinic, Cleveland, Ohio is solely within the discretion of the Government. Any information received as a result of this Pre-Solicitation/Notice of Intent will be considered solely for the purpose of determining whether to conduct any future competitive procurement. Interested parties may identify their interest and capability for any future competitive procurement by responding to this notice in writing, no later than April 23, 2013 at 11:59 p.m. EST. Responses to this notice shall contain sufficient documentation to establish the interested parties' bona-fide capabilities for fulfilling the requirement.
