- AMENDMENT W91ZLK-13-T-0094-0001 IS ISSUED TO PROVIDE DIRECTIONS FOR SITE VISIT AND ATTACEMENT 1, REQUIREMENT/SPECIFICATION. THE CLOSING DATE OF THE SOLICITATION REMAINS THE SAME AT APRIL 30, 2013 @ 11:00 AM EASTERN STANDARD TIME. Quotations must be signed, dated, and received by the closing date and time, via email to Ms. Maureen Cameron at maureen.v.cameron.civ@mail.mil, The US Army Contracting Command, Aberdeen Proving Ground, Tenant Contracting Division Attention: CCAP-SCI, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005. Please provide any questions no later than APRIL 25, 2013 at 11:00 AM Eastern Standard Time. All visitors must possess a valid driver's license, vehicle registration and proof of insurance. All visitors will be met by Ms. Maureen Cameron at the APG Visitor Center between 10:30 AM and 10:45 AM on April 17, 2013. From Baltimore: I-95 North to exit 80 (Riverside/Churchville) MD 543 South to US 40 East MD 715 to the APG Visitor Center. From Delaware: I-95 South to exit 85 Left onto MD 22, then right (Follow US 40 Sign) then left then right onto US 40 West, 2 miles to MD 715 to the APG Visitor Center. ATTACHMENT 1 REQUIREMENT/SPECIFICATION CONSTRUCT AND INSTALL NEW HIGH DENSITY MOBILE SHELVING 1.0 PROJECT DESCRIPTION The Contractor shall provide labor, materials, equipment, supervision and transportation to build and install a new high density mobile system. The system in the warehouse requires the installation of new shelving to be installed onto mobile carriages. Aberdeen Test Center (ATC) warehouse personnel will dismantle and remove existing frames and shelving. Shelving will be built and installed in two areas of the warehouse which will be identified upon site visit to the project location. The electricity available in the buildings is the standard 110v outlets. Requested delivery date is 2-4 weeks after ARO with subject to change. 1.1 LOCATION OF PROJECT Aberdeen Test Center, Building 370, 400 Colleran Road, Aberdeen Proving Ground, MD 21005 1.2 DAMAGE TO GOVERNMENT PROPERTY Any damage caused to Government property shall be corrected at the Contractor's expense. 1.3 SAFETY AND SECURITY The Contractor agrees to take all reasonable steps and precautions to prevent accidents and preserve the life and health of the Contractor, Government Property and Government personnel performing or in any war coming in contact with the performance of this contract on such premises. Prior to the start of the contract, the contractor shall provide a list of the on-site personnel that will be working on the project to the Branch Chief. Access to the project location requires government issued security badges; therefore, all contractor employees must be US citizens. In addition, due to the secured nature of the project location, no pictures, cell phone cameras or videos will be permitted. Personnel will have to be escorted to the project location site. All employees will be required to have a valid picture ID (driver's license or passport) and vehicle registration information to be able to enter APG. 2.0 EQUIPMENT Contractor shall provide his/her own tools and equipment as needed to perform the work including all safety equipment. No ATC personnel shall be used during the installation of materials. 3.0 SCOPE OF WORK 1. The area where work is to be performed will have the existing frames and shelving removed by ATC personnel prior to the contractor's work commencing. The contractor shall ensure that all necessary precautions are taken to ensure safety of all personnel in the work area. Steel toe shoes are required and other applicable safety equipment. 2. The contractor and assigned work personnel will construct and install new steel High Density and Filing System Storage Unit in Room 1 and Room 2. The below dimensions are the maximum dimension the mobile and stationary carriages need to meet. The electricity available in the buildings is the standard 110v outlets. Room 1: Room 1 mobile shelving shall consist of three (3) 36 quote mark deep by 16'-0 quote mark wide mechanical assist, mobile track guided carriages with four (4) sections of shelving, each section with five (5) total shelves Two (2) 36 quote mark deep by 16'-0 quote mark wide stationary carriages with four (4) sections of shelving each section with five (5) adjustable total shelves in each section The contractor shall install a mounted platform for the three (3) mobile track guided carriages and the two (2) stationary carriages. The installed platform tracks shall be 18'wide by 16'. The two (2) stationary carriages shall be mounted on both ends of the mounted platform. The two (2) stationary carriages are 3' wide by 16' long and 7' high. The three (3) additional shelf units that go in the middle that are 3' wide by 16' long and 7' high with 5 adjustable shelves in each section that ride in the tracks of the floor mounted platform. Room 2: Room 2 mobile shelving shall consist of four (4) 48 quote mark deep by 20'-0 quote mark wide mechanical assist mobile carriages with five (5) sections of shelving, each section with five (5) total shelves Two (2) 48 quote mark deep by 20'-0 quote mark wide stationary carriages with five (5) sections of shelving each section with five (5) adjustable total shelves in each section The contractor shall install a mounted platform for the four (4) mobile track guided carriages and the two (2) stationary carriages. The installed platform tracks shall be 27' wide by 20' deep. The two (2) stationary carriages shall be mounted on both ends of the mounted platform. The two (2) stationary carriages are 4' wide by 20' long and 7' high with five (5) adjustable shelves in each section. The four (4) additional shelf units are 4' wide by 20' long and 7' high with 5 adjustable shelves in each section that rides in the tracks of the floor mounted platform. Room one (1) and room (2) shall consist of manufactured units mounted on manufacturer's track-guided carriages to form a compact storage system. System design permits access to any single aisle by manually moving units until the desired aisle is opened. The carriage/rail system provides uniform carriage movement along the total length of travel, even with unbalanced loads. Mobile shelving system will be used to store tools, equipment, Carriage System Design and Features: The carriage system shall consist of a formed structural steel frame with machined and balanced wheels riding on leveled steel rails surface mounted to the floor. Rails shall be types selected by the manufacturer to ensure smooth operation and self-centering of mobile storage units during travel without end play or binding. All bearings used in the drive mechanism shall be permanently shielded and lubricated. Movement Controls: Triple arm operating wheels with rotating knobs shall be provided on the accessible drive ends of shelf units, centered on the stanchion, located approximately 40 inches from the base of each unit to permit units to be moved to create a single aisle opening. Turning the handle transmits power through the chain drive to drive wheels on each carriage. Drive System: The system shall be designed with a positive type mechanically-assisted drive which minimizes end play, ensures there is no play in the drive handle, and that carriages shall stop without drifting. System shall include a chain sprocket drive system for each movable carriage to ensure that carriages move uniformly along the total length of travel, even with unbalanced loads. All system components shall be selected to ensure a smooth, even movement along the entire carriage length. Drive system gearing shall be designed to permit 1 lb of force applied to the drive handle to move a minimum of 4,000 lbs of load. A tensioning device shall be provided on each chain drive with provision for adjusting tension without removing stanchion covers. All bearings used in the drive mechanism shall be permanently shielded and lubricated. Safety Features: Color-coded visual indicators shall provide verification that carriages are in a locked or unlocked mode. A single safety lock button, mounted on each operating wheel hub, shall permit moving a carriage in either direction to create a new access aisle when pulled out (unlocked), or locking the carriage when pushed in. Finishes: Fabricated Metal Components and Assemblies: Manufacturer's standard powder coat paint finish in gray. Warranty: Submit draft copy of proposed industry standard five (5) year warranty for review by the customer. This warranty shall be in addition to and not a limitation of other rights the owner may have against the contractor under contract. General: Provide materials and quality of workmanship which meet or exceed established industry standards for products specified. Material thicknesses/gauges are manufacturer's option unless indicated otherwise. 4. Upon completion of the work the contractor shall clean areas to a condition equal to the condition found. The contractor shall remove all tools and equipment used to perform the work. It is also the contractor's responsibility to remove all debris/rubbish and dispose of. 5. SITE VISIT A site visit will be conducted by the Army Contracting Command Aberdeen Proving Ground; Tennant Division (ACC-APG) Contracting Specialist Ms. Maureen Cameron 6001 Combat Drive, Aberdeen Proving Ground, MD 21005. The site visit will be performed on April 17, 2013 at 11:00 AM Eastern Standard Time (EST) at Aberdeen Test Center, Building 370, 400 Colleran Road, Aberdeen Proving Ground, MD 21005. Please advise the Contract Specialist per email at maureen.v.cameron.civ@mail.mil if interested in attending the site visit, giving name, title, telephone number and email address of each attendee. Please provide this information no later than April 15, 2013 at 11:00 AM (EST). The purpose of the site visit is for potential offerors to familiarize themselves with all the work requirements and working conditions, verify all dimensions and assumptions. The site visit will be conducted in accordance with FAR Clause 52.237-1 which states, quote mark Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonable obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. quote mark Failure to visit the job site will not disqualify an offer; however, the offeror acts at his/her own risk and will not be relieved from complying with the terms and conditions of any resultant purchase order by reason of such failure.
